Former Hai Phong police chief gets 10-year prison sentence for property appropriation

Ca, a major general who was head of Hai Phong police for nearly nine years until his retirement in January 2019, was convicted on Friday of receiving VND35 billion ($1.4 million) from Truong Xuan Duoc in 2022, promising (to bribe others) to help Duoc avoid prosecution. In fact, Ca kept the money for himself, the court said.

Duoc was given a nine-year prison sentence for illegally trading invoices and tax documents, and giving bribes. His wife, Nguyen Ngoc Anh, got four years and six months in jail on the same charges.

According to the ruling, Duoc started illegally trading invoices in 2005 through a company. Aware of the risks of being discovered, Duoc set up more companies to cover his trail.

Duoc and his wife were found to have illegally earned VND41 billion ($1.63 million) over 10 years. 

Duoc and his wife were arrested in February 2023, followed by Ca a month later.
