According to Nguyen Hoai Anh, Chairman of the Binh Thuan People's Council, on October 20, Phong had submitted an application to resign as the province's deputy Party chief.

Previously, the Central Inspection Commission had warned Le Tuan Phong.

According to the commission, Binh Thuan's Party leaders had violated the principle of democratic centralism and working regulations, lacked responsibility, showed loose leadership and direction, lacked inspection and supervision.

As a result, the provincial People's Committee, many organizations and individuals in Binh Thuan had violated the Party's regulations and the State's laws in management and use of land, and in the implementation of a number of projects. Some officials and Party members have been detained.

The above violations have caused serious consequences, great losses of money and property to the state, stirred anger in society, adversely affected the reputation of Party units and local administration.

Prime Minister Pham Minh Chinh had warned Phong for his violations and shortcomings in his work, causing serious consequences. The Central Inspection Commission had also taken disciplinary action against him.
