State Securities Committee appoints new vice chairman

Luong Hai Sinh, chairman of wholly state-run policy lender Vietnam Development Bank (VDB), has been appointed vice chairman of the State Securities Commission from February 1.

Luong Hai Sinh, chairman of wholly state-run policy lender Vietnam Development Bank (VDB), has been appointed vice chairman of the State Securities Commission from February 1.

Sinh, 48, from Thai Nguyen, holds a master's degree in international economics from the Hanoi-based Foreign Trade University, and an international master's degree from the UK's University of Sunderland.

Before being appointed VDB's chairman in 2019, he was a board memer and general director of Vietnam Debt and Asset Trading Corporation (DATC) under the Ministry of Finance from 2016.

Previously, he had been deputy general director of Vietnam Asset Management Company (VAMC); and board memer and general director of EVNFinance JSC (EVNFC).

The stock market watchdog, State Securities Commission (SSC), currently has two vice chairman, Pham Hong Son and Luong Hai Sinh.

In January, Vu Thi Chan Phuong was appointed chairwoman of the SSC after more than six years as the regulator’s vice head. She is the first chairwoman since the commission was established in 1996.

In May 2022, Finance Minister Ho Duc Phoc dismissed Tran Van Dung from the position of chairman due to serious violations and shortcomings. Deputy Minister Nguyen Duc Chi had been directly in charge of the entity since the end of May 2022.
