Dang Xuan Thanh was found to have had "serious violations and shortcomings in his work", while Nguyen Duc Minh "has violations and shortcomings in his work."

In September, the Central Inspection Committee determined that the VASS's Party leaders had violated the principles on Party organization and activities and working regulations, lacked responsibility, showed loose leadership and direction, lacked inspection and supervision, failed to implement the instructions and conclusions of higher-level Party organizations strictly.

As a result, there were many violations in personnel affairs; management and use of finance, assets and public investment; scientific research management; training masters and doctorates; resolving complaints and denunciations.

The above violations had been pointed out by higher-level Party organizations, but they were not promptly corrected and lasted for many years, causing serious consequences, internal disunity and frustration among cadres and Party members.

On September 30, the Politburo warned Bui Nhat Quang, a Party Central Committee member, secretary of the VASS's Party Committee and president of the academy. On October 3, the Party Central Committee agreed to let Quang leave the 13th Central Committee.

From October 13, Dang Xuan Thanh, deputy secretary of the VASS's Party Committee and vice president of the academy was assigned to be temporarily in charge of running the institute.
