Hai Duong province's authorities have granted in-principle approval for the Lien Hong New Urban Area and Golf Course project, with a total investment of VND11 trillion ($423 million).

It is the largest-scale project approved by the northern province since the beginning of 2025.
The project is planned to cover 126.02 hectares in Lien Hong commune, Hai Duong town - capital of Hai Duong province, of which 59 hectares will be allocated for an 18-hole golf course.
It is expected to become a new development hub for urban living, tourism, and sports in the western part of the town.
According to the plan, an international open bidding process will be held in Q2/2025 to select an investor with necessary financial capacity and experience.
The provincial People's Committee requires that the investor's equity capital must be no less than VND1.66 trillion ($63.83 million), equivalent to 15% of the total investment, with the remaining capital sourced from credit institutions and others.
The project will be implemented in multiple phases. The first 12 months will focus on investment preparation, compensation, site clearance, and land handover. The following 36 months will be dedicated to the construction of a modern-standard golf course.
Within the next 48 months, the project aims to complete all technical infrastructure, housing units, a commercial center, public works, green parks, and sports facilities.
This project will not only help to bolster high-quality urban development in Hai Duong, but also create a green living environment that integrates leisure and sports.
It aligns with the province’s broader strategic plan to enhance its central urban area and elevate Hai Duong to a first-tier urban area by 2030.
According to the provincial master plan for the 2021-2030 period with a vision to 2050, Hai Duong province plans to develop 10 additional golf courses to meet the growing demand for sports, tourism, and investment. Currently, it has only one operational golf course located in Chi Linh town.
According to a draft resolution of the National Assembly Standing Committee compiled by the Ministry of Home Affairs, 11 provincial/municipal-level administrative units will remain the same, including Hanoi, Hue, Lai Chau, Dien Bien, Son La, Cao Bang, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, and Ha Tinh.
The remaining 52 localities are subject to mergers, including four centrally-run cities - Ho Chi Minh City, Hai Phong, Danang, and Can Tho.
Some merger options are being studied, like mergers of Da Nang and Quang Nam, Bac Giang and Bac Ninh, Hai Phong and Hai Duong, and Lao Cai and Yen Bai.
