Vietnam legislature’s ongoing session to mark 'historic breakthrough in institutional reform'
The National Assembly's session which opened on Monday morning will make a critical step forward in institutional reform, paving the way for a new era of modernization, digital transformation, green growth, and sustainable development, said the parliament's Chairman Tran Thanh Man.

In his opening remarks, Man emphasized that the laws and resolutions passed during the extraordinary session in February 2025 have played a key role in advancing the comprehensive restructuring of the political system.
These reforms have eliminated institutional bottlenecks and created new opportunities for development, enabling the nation and localities to unlock resources and expand growth in alignment with the Party’s strategic directives.
Constitutional amendment: A strategic task
The ongoing sitting will span 37 working days over two phases, making it one of the most substantial sessions in the legislature’s history. Its agenda covers constitutional and legislative work, supreme oversight, and key national decisions.
Regarding constitutional reform, Man said the session will consider and adopt a resolution to amend and supplement several articles of the 2013 Constitution.
He described the effort as a politically and legally strategic mission that aims at institutionalizing major Party guidelines, particularly the reorganization of the state apparatus toward a lean, efficient, effective, and people-centered model.
To implement this initiative, the parliament will establish a drafting committee with a renewed approach to methodology and process. A key element will be extensive public consultation, which will serve as the foundation for revising and finalizing the draft resolution. The final version is expected to be adopted by June 30, 2025, and take effect from July 1, 2025.
During the session, the legislative body is scheduled to pass 34 draft laws and 14 draft resolutions, and seek feedback on six other bills.
These cover crucial areas including government organization, national defense and security, judicial reform, public finance, education, science and technology, data protection, innovation, and digital transformation.
On socio-economic and fiscal matters, the legislature will review and decide on a range of strategic issues related to development, national defense, security, and international integration.
These include approval of the 2023 state budget settlement, a supplemental assessment of the 2024 socio-economic development and budget execution, and a plan for 2025.
Man stated that the National Assembly plans to allocate at least 3% of the 2025 state budget to science and technology, innovation, and digital transformation, with the goal of achieving 8% GDP growth in 2025 and double-digit expansion in the following years.
Additional key legislative items include a resolution on merging some cities and provinces, the formation of a National Election Council, a decision to shorten the term of the current 15th National Assembly and all-level People’s Councils (2021-2026), and setting the election date for the 16th National Assembly and new People’s Councils for the 2026-2031 term.
The National Assembly Standing Committee will also issue resolutions on reorganization of commune-level administrative units.
1.5 days for Q&As
According to the top legislator, a total of 1.5 days will be dedicated to question-and-answer (Q&A) activity, focusing on areas directly impacting people’s lives and state management.
The legislature will also review the results of the 2025 oversight program and adopt the oversight agenda for 2026.
Man reaffirmed the historic significance of the ongoing session, describing it as a pivotal step in driving institutional reform which will usher Vietnam into a new phase of sustainable and modern development.
The session is scheduled to conclude on June 30.
