Vietnam Party Central Committee introduces candidates for next-term key positions

The 13th Communist Party of Vietnam (CPV) Central Committee has introduced candidates for the Politburo and Secretariat membership in the next five-year term (2026-2031).

The committee, commonly known as Party Central Committee (PCC), also added some to the PCC's candidacy for the same term, the CPV Office said in a communique after the PCC concluded its 10th session in Hanoi on Friday.

The next (14th) twice-in-a-decade National Party Congress is due to take place in early 2026.

On behalf of the Politburo, Party General Secretary and State President To Lam said the PCC agreed that successfully implementing the resolution of the 13th National Party Congress is the ultimate objective of the entire Party, people, and army in 2025.

This task will be carried out with the strongest determination, greatest efforts, and drastic actions in a focus-driven manner, with the most effective implementation measures taken and every resource mobilized for reaching and surpassing the set targets.

He noted the PCC reached high consensus on the socioeconomic development orientations and tasks for 2025, the context, the development viewpoint, and the main goals, targets, duties, and solutions.

With the achievements obtained since 2021 and predictions for next year, the country will strive to reach and surpass most of the main targets for the 2021-2025 period, set by the 13th National Party Congress. In fact, there remain an array of difficulties and challenges, especially to the realization of the GDP target, which is important to the growth quality and other strategic targets.

Given this, the PCC asked the entire political system, firstly the Government and leaders of ministries, sectors, and localities, to show truly strong determination and adopt thorough measures to successfully carry out socio-economic development tasks for 2025, achieve the set targets, especially the one on GDP growth, and continue to create strong momentum for following years.

It demanded applying priority solutions to secure high economic growth in tandem with protecting the environment, ensuring social security, and caring for people’s life, particularly in the localities hit hard by typhoon Yagi.

Another request is to firmly ensure national defense and security, better the effectiveness of external affairs, and unceasingly promote Vietnam’s stature and contributions to regional and global peace, stability, and development, Lam went on.

Regarding the documents to be submitted to the 14th National Party Congress (2026-2031), the top leader emphasized that the PCC ordered focus be put on reviewing, supplementing, and perfecting the political and socio-economic reports.

In terms of the Party building and the enforcement of the Party statutes, the PCC was highly unanimous that the Party building measures in the new period include continuing to build and streamline the apparatus of the Party, National Assembly, Government, Vietnam Fatherland Front, and socio-economic organizations so that they operate efficiently and effectively.

Another measure is to perfect regulations and improve the Party’s capacity of making guidelines and policies, and strongly reform the issuance, dissemination, and implementation of the Party’s resolutions.

It is also important to step up administrative reforms, especially administrative procedures of the Party, innovate the leadership style as well as working methods and principles of the Party’s leadership bodies from central to grassroots levels, and boost information technology application and digital transformation in Party activities, according to Lam.

The PCC shared the view that the supplementation and amendment of the Party statutes is a greatly critical issue requiring extremely prudent and scientific preparations, methodological and thorough consideration, and implementation at the same time with the consideration of supplementing and developing the Party’s Platform when the Party marks its centenary in 2030.

During the session, he added, the PCC agreed on the proposed amendment and supplementation of the Party’s election regulations, and assigned the Politburo to acquire the PCC’s opinions to overhaul the rules for timely promulgation.

Mentioning personnel affairs, Lam said the PCC agreed on the report on the 13th PCC’s personnel work, devised the orientation for personnel affairs of the 14th PCC, and tasked the 14th National Party Congress’s sub-committee for this work to consider opinions raised at the meeting to complete and issue the orientation.

The PCC agreed in principle on the investment in the North-South high-speed railway project, viewing this as a political task for which investment resources must be prioritized. It also gave in-principle approval for the establishment of Hue as a centrally-run city, the leader noted.

In the morning of the session’s last working day, the PCC voted to elect two new members to its Inspection Commission. They are Ha Quoc Tri, Deputy Secretary of the Khanh Hoa provincial Party Committee and Dinh Van Cuong, head of the Department for Area I at the Central Inspection Commission.

In the afternoon, participants discussed and provided input on the proposal to establish Hue as a centrally run city.

They also reviewed a comprehensive report on theoretical and practical issues related to the socialist-oriented Doi moi (reform) process in Vietnam over the past 40 years. Reports were also presented regarding socioeconomic, financial and budgetary issues, Party building efforts, and proposed amendments to election regulations within the Party.

A summary of the 13th term’s personnel work and the orientation for personnel matters in the next term were also on the agenda.

A resolution of the three-day session was adopted.
