Vietnam, Russia sign cooperation agreements in diverse sectors

Vietnam’s Party General Secretary To Lam and Russian President Vladimir Putin witnessed the exchange of cooperation documents between the two countries following their Moscow summit meeting on May 10.

The cooperation documents, according to the Vietnamese government's news portal, include:

- A Memorandum of Understanding (MoU) on cooperation between the Voice of Vietnam and the Federal Budget of the Russian Federation regarding the organization, production, and distribution of music, cultural, and educational programs from the Russian State Musical TV and Radio Center.

- An MoU between Vietnam National University in Hanoi and the Moscow State Institute of International Relations (MGIMO)

- A cooperation agreement between the Ho Chi Minh National Political Academy and the Russian Presidential Academy of National Economy and Public Administration

- A natural gas purchase and sale contract for Block 12/11 between Vietnam National Industry-Energy Group (Petrovietnam), Russian oil & gas company Zarubezhneft, and PetroVietnam Gas Joint Stock Corporation (PV Gas)

- A comprehensive cooperation agreement between Vietnam Airlines Corporation and VTB Bank of Russia.

- An overall roadmap for peaceful nuclear energy cooperation for the 2025-2030 period between the Ministry of Science and Technology of Vietnam and Rosatom Group.

- An MoU between the Ministry of Health of Vietnam and the Ministry of Health of Russia on biomedical cooperation.

- A cooperation program between the Ministry of Justice of Vietnam and the Ministry of Justice of the Russian Federation for the period 2026–2027.

- An MoU on tourism cooperation between the Ministry of Culture, Sports, and Tourism of Vietnam and the Ministry of Economic Development of Russia for the period 2025-2030.

- An agreement between the Vietnamese Ministry of Science and Technology and the Russian Ministry of Science and Higher Education on jointly selecting scientific and technological research topics and projects.

- An agreement between the two governments on the establishment and operation of the Pushkin Russian Language Center.

- An agreement between the two Governments on expanding the area of operations in the field of geological exploration and oil and gas extraction on Vietnam's continental shelf and within the territory of the Russian Federation.

- A protocol amending the agreement between the two Governments on continuing cooperation in the field of geological exploration and oil and gas extraction on Vietnam's continental shelf within the framework of the Russia-Vietnam Joint Venture - Vietsovpetro (2010).

- A protocol amending the agreement between the two Governments on continuing cooperation in the field of geological exploration and oil and gas extraction within the territory of the Russian Federation under the framework of the Joint Venture Rusvietpetro Company Limited (Rusvietpetro) (2016).

The same day, the two defense ministers also signed the Vietnam-Russia Strategic Partnership Plan in defense for the 2026-2030 period.

Party General Secretary To and President Putin also adopted a Joint Statement on the key directions of the Vietnam–Russia Comprehensive Strategic Partnership in the new phase.
