Vietnam's securities regulator commits to market status upgrade enforcement as scheduled
The State Securities Commission of Vietnam (SSC) said it will continue close coordination with FTSE Russell to ensure the country’s market status upgrade from "frontier" to "second emerging" proceeds on schedule.

SSC Vice Chairman Bui Hoang Hai on October 29 met with a working delegation from FTSE Russell led by Wanming Du, director of Asia-Pacific index policy at FTSE Russell, along with representatives from major global investment funds and banks including Morgan Stanley, Jefferies, BlackRock, UBS and Vanguard.
During the meeting at the SSC headquarters in Hanoi, both sides exchanged updates on market infrastructure, trading models, and information connectivity between securities firms and custodian banks to support operational processes.
Global institutional investors also discussed issues related to the operation of securities companies, trading rules for foreign investors, and feedback from custodians and brokers to ensure Vietnam’s readiness for the upcoming transition.

Following FTSE Russell’s announcement on October 8 upgrading Vietnam to secondary emerging market classification, the SSC said it is accelerating legal reforms, modernizing trading infrastructure, improving market transparency, and further enhancing foreign investor access to meet the planned official reclassification in September 2026.
Vice Chairman Hai said continued alignment of technical and legal frameworks will deepen Vietnam’s integration with international standards and attract stronger foreign capital inflows.
The SSC reaffirmed its commitment to work closely with FTSE Russell to ensure a smooth and timely transition.
