Violation found at Dohwa Engineering solar farm in Quang Binh province
The Department of Industry and Trade in Vietnam’s central province of Quang Binh has announced that a solar power farm invested by South Korea’s Dohwa Engineering was given the provincial greenlight before getting approval from the Ministry of Industry and Trade.
The 49.5-megawatt solar farm was granted in-principal approval by provincial Chairman Nguyen Huu Hoai in July 2017, but had not been added to the master plan overseen by the ministry, which ran against the Law on Investment.
After four months, in November 2017, the industry ministry added the project to the province’s power development plan for the 2016-2025 period.

To facilitate the project, the provincial government allowed the conversion of 75 hectares of production forest in two communes in Le Thuy district into non-agriculture land.
The farm was invested at a cost of $44 million, becoming the first solar farm in the province. Its construction started in June 2020 and the developer managed to connect to the national grid before December 31, 2020 to enjoy an attractive feed-in tariff granted by the government.
