Amended implementation scheme for Vietnam Power Development Plan VIII

The Vietnamese government has amended the implementation scheme for the National Power Development Plan VIII (PDP VIII), with many adjustments in terms of power generation and transmission line projects.

The new Decision 1682, signed by Deputy Prime Minister Bui Thanh Son on December 28, is an update to Decision 262 dated April 1, 2024, which guides the execution of the PDP VIII for the period 2021-2030, with vision until 2050.

Below are the adjustments, including the starting operation time of projects.

Onshore and nearshore wind power projects

- The 47 MW Xuyen Moc nearshore wind power plant project phase 2 in the southern province of Ba Ria-Vung Tau: 2026-2030

- The 130 MW Thien Long Ngan Son wind power plant in the northern mountainous province of Bac Kan: 2026-2030

- The 4.2 MW VPL Ben Tre wind power plant phase 1 in the Mekong Delta province of Ben Tre: 2023-2025

- The 143 MW Van Canh Binh Dinh wind power plant in the south-central province of Binh Dinh: 2026 - 2030

Large or medium hydropower plants

The 84 MW Dak Mi 1 hydropower plant in the Central Highlands province of Kon Tum: 2026-2030

Pumped storage hydropower projects

The 1,200 MW Bac Ai pumped storage hydropower plant in the south-central province of Ninh Thuan: 2026-2030

Flexible power plant projects

The 300 MW flexible power plant in the northern province of Ninh Binh: 2026-2030

Biomass power projects

- The 50 MW An Giang 1 biomass power plant in the Mekong Delta province of An Giang: 2026-2030

- The 20 MW Nui To I biomass power plant in An Giang: 2026-2030

- The 35 MW Bac Kan 1 biomass power plant in the northern mountainous province of Bac Kan: 2026-2030

- The 10 MW Dong Thap biomass power plant in the Mekong Delta province of Dong Thap: 2026-2030

Waste-to-power projects

- The 25 MW Bac Giang power generation and waste treatment plant in the northern province of Bac Giang: 2026-2030

- The 15 MW Long My waste power plant phase 1 in the south-central province of Binh Dinh: 2023-2025

- The 90 MW Soc Son waste power plant project in Hanoi: 2024-2025

Battery storage system

- The 7 MW pilot battery storage system in the south-central province of Khanh Hoa: 2026-2030

Apart from some adjustments to the timeline of small hydropower plant projects, other contents are the same as the old Decision 262 dated April 1, 2024, according to the government's news portal.
