Central Vietnam province Quang Tri to develop 'four-in-one' airport urban complex

With Quang Tri Airport scheduled to begin operations in Q2/2026, the central province of Quang Tri is urgently reviewing legal frameworks and planning to establish an integrated aviation industrial and airport urban complex.

Accelerating launch of Quang Tri Airport

The Quang Tri Airport project, officially launched in July 2024, is developed under the public-private partnership (PPP) model by a consortium of Vietnamese firms T&T Group and Cienco 4, with a total investment of over VND5.8 trillion ($219.7 million).

This will be the second airport in Vietnam developed under the PPP model, following the Sun Group-invested Van Don International Airport in the northern province of Quang Ninh. The project duration is 50 years, with 24 months for preparation and construction, and 47 years and 2 months for operation and capital recovery.

After a recent working session with the Standing Board of the Quang Tri provincial Party Committee, Prime Minister Pham Minh Chinh asked the committee to coordinate with investors and related units to accelerate construction of Quang Tri Airport. He set an aim for early project completion in celebration of the April 30, 2026 holiday.

The Prime Minister also tasked the Ministry of Construction with reviewing Quang Tri’s proposal to upgrade the airport classification (potentially to accommodate A350 aircraft and modular terminal expansion) as part of the national airport system development plan for the 2021-2030 period, with a vision to 2050.

In terms of urban development, the cabinet leader called on Quang Tri authorities to proactively review and adjust relevant master plans, particularly the area between the Ben Hai and Thach Han rivers, to develop a “four-in-one” airport urban model. This model integrates urban living, industry, high-tech science, and services, with the airport as its hub.

10,800 hectares planned for aviation-urban complex

T&T Group and Malaysia-based multinational Capital A recently met with Quang Tri authorities to propose an aviation industrial and airport urban complex in the province.

Le Duc Tien, Vice Chairman of the Quang Tri People's Committee, welcomed the proposal, noting that the development aligns with the province's strategy to attract strategic investment projects.

The proposed complex includes a center for air transportation and logistics; facilities for aircraft manufacturing, assembly, maintenance, and repair; a center for research, training, and aviation testing; e-commerce zones and mixed-use urban-commercial-service areas; and high-tech industrial parks, including sectors such as semiconductors and new material manufacturing.

This vision is consistent with the province's strategic direction and the functional zones proposed in the updated master plan for the Southeast Quang Tri Economic Zone.

Based on the consortium’s proposal, Quang Tri authorities will review and submit recommendations to relevant decision-making bodies to incorporate the complex into the updated provincial master plan for 2021-2030 with a vision to 2050, as well as the revised master plan for the Southeast Quang Tri Economic Zone and other relevant sectoral plans. This is to ensure the legal basis for establishing the aviation industrial and airport urban complex.

Earlier in 2025, T&T Group, along with consultants from Singapore, proposed a master plan for an integrated complex that features aviation industry, logistics, services, and airport-related commerce.

The People's Committee of the former Quang Tri province had agreed on a plan to allocate approximately 3,400 hectares for the airport urban zone. This includes areas for urban development, commercial services, logistics, and high-tech/semiconductor industries, forming the core from which surrounding zones would expand.

In addition, a connected aviation industrial ecosystem of around 7,000 hectares is planned. This open-space, strongly interconnected design aims to establish Quang Tri as a regional- and international-scale airport urban complex.

On July 1, 2025, the former Quang Tri province and its neighbouring Quang Binh were merged into the new Quang Tri province.
