'Diamond land' factories in Hanoi to make way for public works

After relocating factories, Hanoi will prioritize the land funds for construction of public works instead of housing to avoid expanding the inner-city population.

In early July 2022, the Hanoi People's Council approved a list of nine facilities that must be relocated within the next five years, many of which are factories located on "diamond land" in the inner city.

Vinadataxa, covering 5,000 square meters at 70/342 Khuong Dinh street, Ha Dinh ward, Thanh Xuan district, is an office and production facility. According to plan, the premises will become public, green, mixed.

The central district of Hoan Kiem has two facilities in the list. The first is the People's Newspaper Printing Company, located on an area of more than 1,500 square meters at 15 Hang Tre street.

The second in Hoan Kiem district is Hanoimoi Newspaper Printing Company at 35 Nha Chung street, covering 1,800 square meters. Part of the site is a restaurant.

Ba Dinh district has one establishment: the 52,000 square meter Hanoi Brewery at 183 Hoang Hoa Tham street. Notably, according to the urban zoning plan H1-2 approved by the city People's Committee in March 2021, the site will become mixed land with a high school, trees, houses, and parking lots.

Dong Da district has the Agriculture Publishing One Member Company Limited, located at 167/6 Phuong Mai street on an area of more than 800 square meters.

Long Bien district has two facilities, including the Gia Lam Train Factory - Hanoi Railway Railway Transport JSC at 551 Nguyen Van Cu street. Currently, this is the headquarters of the company and a workshop for repairing train carriages.

The second in Long Bien district is the Duc Giang General Petroleum Depot, located at 26 Duc Giang street, which serves as a petroleum storage. Under Hanoi's plan, the 159,000 square meter site will be used for mixed developments including houses, trees, parking lots and roads.

Bac Tu Liem district has one facility, the 30,000 square meter Vietnam Institute of Industrial Chemistry, located in Phuc Dien ward, opposite Phu Dien metro station.

Relocating the headquarters of ministries, industrial facilities and universities out of the inner city of Hanoi is one of the key issues raised in the National Assembly's Q&A section on November 3.

Responding to questions, Construction Minister Nguyen Thanh Nghi said that the process has been carried out in line with the Prime Minister's Decision No. 130. Accordingly, the government defines the principle of using such land funds for developing public works, trees, parking, urban technical and social infrastructure works, not for constructing high-rise apartment buildings in contravention of planning.

In addition, the land plots will be auctioned according to the plan to raise funds for relocation.
