The proposal was presented by Le Quang Anh, head of TH Group’s investment consultancy board, at a working session with provincial authorities on Tuesday.
TH Group also proposed to be involved in the province’s planning process, receive guidance on investment procedures, and be supported in legal steps related to land clearance, compensation, and resettlement.
The corporation asked for access to the most favorable investment incentives and support mechanisms under current regulations.
In response, Tran Tue Hien, Chairwoman of the Binh Phuoc provincial People’s Committee, said she highly appreciates TH Group’s interest in the province.
Hien called TH Group "a reputable enterprise with strategic and clearly defined investment goals", adding that the province welcomes its presence.
Referring to TH Group’s proposal, the chairwoman directed relevant authorities to provide the group with updates on the progress of other projects in the province and coordinate closely with TH Group in evaluating and developing viable investment initiatives.
She emphasized the need to ensure the projects are aligned with the province’s conditions while leveraging the company's strengths.
Founded in 2009, TH Group is best known for its dairy products, with a domestic market share of more than 45% according to its calculation, and its landmark $1.2 billion dairy farm complex in the central province of Nghe An.
The group has been operating several foods and beverage projects including manufacturing and processing fresh milk, nut milk, vegetables, herbals, purified water, and fruit juice, and is also involved in the education sector.
It is a trailblazer in taking Vietnamese dairy investment abroad, with active operations in Russia and Australia.
TH Group has no direct experience in urban area or golf course development to date.

Binh Phuoc is yet to have a golf course. Under the province’s master plan for the 2021-2030 period with a vision to 2050, a golf, urban and commercial complex is identified as a priority project in need of private investment.
The master plan also outlines the province’s intention to attract investors in tourism infrastructure, including development of 4- to 5-star hotels and golf facilities.
Notably, it includes a proposed 36-hole golf course in Minh Thang commune, Chon Thanh township.
