Six former leaders of Binh Thuan Province in central Vietnam were disciplined for violations in land management and use, including two former Central Party Committee members.
A release from the Party Central Committee’s Office on Tuesday stated that the Politburo and Secretariat of the committee noticed that the Standing Board of Binh Thuan Party Committee for the terms 2010-2015 and 2015-2020; and the Party Personnel Board of Binh Thuan People's Committee for the 2011-2016 and 2016-2021 tenures violated the principle of democratic centralism and work regulations; showed loose responsibility; and lacked inspection and supervision.
This saw Binh Thuan People's Committee, many organizations and individuals violate the Party's regulations and the State's laws in the management and use of land, and in the implementation of some projects. As a result, several cadres and Party members, including key provincial officials, were detained for further investigation.
Therefore, the Politburo decided to warn the Standing Board of Binh Thuan Party Committee and the Party Personnel Board of Binh Thuan People's Committee of the above-mentioned terms.
Huynh Van Ti, former Party Central Committee member and former Secretary of Binh Thuan Party Committee (terms 2005-2010 and 2010-2015) was reprimanded.
As the head, Ti is most responsible for the violations and shortcomings of the Standing Board of the Provincial Party Committee for the 2010-2015 term. He is directly responsible for chairing a meeting that produced unlawful planning for the Phan Thiet coastal tourist urban area project.
Nguyen Manh Hung, former Party Central Committee member, former Secretary of the Provincial Party Committee (term 2015-2020), and former Deputy Secretary of Binh Thuan Party Committee (term 2010-2015) received a warning from the Politburo.
As the head, Hung is most responsible for the violations and shortcomings of the Standing Board of the Provincial Party Committee for the term 2015-2020, and jointly responsible for the violations and shortcomings of the Standing Board of the Provincial Party Committee for the 2010-2015 term.
Hung is also directly and personally responsible for accepting several unlawful conclusions of the Provincial Party Committee's Standing Board on the detailed planning and land pricing of the Phan Thiet coastal tourist urban area project.
Le Tien Phuong, former Deputy Secretary of the Provincial Party Committee (terms 2005-2010 and 2010-2015), and former Chairman of Binh Thuan People's Committee (term 2011-2016) was removed from all positions in the Party by the Secretariat.
Nguyen Ngoc Hai, former Deputy Secretary of the Provincial Party Committee (term 2015-2020); and former Chairman of Binh Thuan People's Committee (term 2016-2021) was expelled from the Party.
Luong Van Hai, former Deputy Secretary of Binh Thuan People's Committee's Party Personnel Board, and former Vice Chairman of the Provincial People's Committee (term 2016-2021) was also expelled.
Ho Lam, former Director of Binh Thuan Department of Natural Resources and Environment (period 2014-2020) endured the same fate.
Two former leaders of Khanh Hoa province in central Vietnam were also expelled from the Party by the Secretariat.
Vo Tan Thai, former Director of Department of Planning and Investment and former Director of Department of Natural Resources and Environment was expelled from the Party for signing documents advising the Provincial People's Committee to issue illegal decisions on investment, land management and use at the Cuu Long Son Tu spiritual-ecological project in the Chin Khuc mountain area.
Le Van De, former Secretary of Khanh Hoa Party Committee and former Director of Department of Construction signed documents advising the Provincial People's Committee to accept illegal adjustments to detailed construction plans for the Vinh Trung villa and ecotourism project.
The Politburo and Secretariat requested relevant agencies to consider and take administrative disciplinary action against the bodies and individuals disciplined by the Party.
