After considering a Central Inspection Committee proposal, the secretariat found that the Party leaders at the Ministry of Education and Training in the 2016-2021 term had violated the principle of democratic centralism and working regulations; lacked responsibility; showed loose leadership.

As a result, the education ministry and a number of collectives and individuals violated the Party’s regulations and the State’s laws in personnel affairs; formulating and promulgating institutions and policies; implementing public investment projects; compiling, appraising, publishing and distributing textbooks; organizing high school graduation exams in 2018 and 2021.

Some officials of the education sector were disciplined or handled as criminals.

Nha, during his tenure as a Party Central Committee member and Minister of Education and Training, was mainly responsible for violations that occurred at the ministry as leader. He was directly and personally responsible for the performance of assigned duties and responsibilities.

According to the secretariat, violations of the Party leaders at the education ministry in the 2016-2021 term and Phung Xuan Nha have caused "serious consequences, affecting the implementation results of the Party Central Committee’s resolution on education and training; risk of losses and waste of state money and social resources; anger in public opinion."

Nguyen Huu Do, Deputy Minister of Education and Training, was reprimanded.
