Vietnam welcomes leading Indian groups to expand energy, infrastructure cooperation: top leader

Vietnam is ready to create favorable conditions for capable Indian corporations and businesses to expand investment and operations in the country in line with its laws, while ensuring transparency and balanced interests among stakeholders, said Vietnam’s Party chief and President To Lam.

To Lam made the statement on Thursday while meeting with leaders of several major Indian corporations in Mumbai as part of his state visit to India to promote cooperation in oil and gas, energy, logistics, port development, and strategic infrastructure.

ONGC seeks to deepen long-term oil and gas cooperation

Meeting executives of India’s government-owned Oil and Natural Gas Corporation (ONGC), the Vietnamese top leader described ONGC as an experienced energy group capable of implementing projects aligned with Vietnam’s oil and gas development needs.

He acknowledged ONGC’s substantive contributions in Vietnam over nearly four decades and welcomed the company’s continued expansion in oil and gas exploration and production.

To Lam said his country aims to strengthen both short- and long-term energy security, including stable crude oil and gas supplies, while continuing to improve the legal framework for the oil and gas sector.

Vietnam hopes ONGC will remain an important partner in exploration and production activities, helping maintain output and ensure energy supply, he said, adding cooperation should go beyond existing projects and expand in line with Vietnam’s long-term energy security strategy.

ONGC representatives expressed the firm’s desire to remain a long-term strategic partner supporting Vietnam’s oil and gas industry and energy security, thereby contributing to stronger Vietnam-India relations.

L&T eyes transport, energy and port infrastructure projects

During a meeting with Larsen & Toubro (L&T) chairman and CEO S.N. Subrahmanyan, To Lam said Vietnam wants to strengthen cooperation with leading Indian groups, particularly in infrastructure and industry, to improve connectivity and support sustainable development.

He said Vietnam highly values L&T’s expertise in implementing large-scale and complex infrastructure projects. As the country accelerates development of a modern infrastructure system, he welcomed L&T’s plans to expand cooperation and investment in infrastructure and energy projects in Vietnam.

The Vietnamese leader reaffirmed the country's commitment to creating favorable conditions for capable investors while ensuring legal compliance, transparency, and balanced interests.

Vietnam expects L&T to become a long-term strategic partner in developing modern infrastructure and advancing Vietnam–-India economic cooperation in the next phase, he stated.

The L&T executive expressed interest in participating in transport, energy, and port infrastructure projects in Vietnam.

Adani expected to join major infrastructure programs

At a meeting with Adani Group, chairman Gautam Adani, To Lam emphasized that infrastructure, energy, and logistics are strategic pillars for Vietnam’s rapid and sustainable growth goals.

Describing Adani as one of the world’s leading groups in large-scale energy, port, and logistics projects, he welcomed the company’s existing energy investments in Vietnam as well as its proposals for further investment.

According to To Lam, Vietnam’s demand for energy and logistics infrastructure is growing rapidly. Therefore, the country hopes Adani will explore cooperation not only on individual projects but also on large-scale integrated infrastructure programs linking ports, logistics, and energy development.

Both sides could explore suitable cooperation models and gradually expand project scale in line with Vietnam’s long-term development strategy and Adani’s eastward expansion strategy, he noted.
