$993 mln investment proposed for Hanoi’s Ring Road 4
Hanoi authorities have proposed to spend about VND23,000 billion ($993 million) to construct 58.2 kilometers of the city's Ring Road 4 between 2022 and 2026.
The project will require more than VND19,000 billion in the 2021-2025 period, and more than VND3,800 billion in the 2026-2030 period.
In Hanoi, the route will pass through the rural districts of Soc Son, Me Linh, Dan Phuong, Hoai Duc, Ha Dong, Thanh Oai and Thuong Tin.
The road is part of Hanoi’s inter-regional Ring Road 4 project, which has routes passing through neighboring provinces like Bac Ninh and Hung Yen.
The project, capitalized at more than VND85,800 billion ($3.7 billion), is split into three project groups. Group 1 includes three site clearance sub-projects in Hanoi, Bac Ninh, and Hung Yen. Group 2 consists of three projects on linking roads in the three localities. Group 3 is an expressway project in the form of a public-private partnership or a build-operate-transfer contract.
Hanoi’s inter-regional Ring Road 4 is 112.8 kilometers long, including 103.1 kilometers of Ring Road 4 and 9.7 kilometers linking to Noi Bai-Ha Long Expressway.
With a length of 58.2 kilometers, 19.3 kilometers, and 25.6 kilometers, respectively, the route passes through Hanoi, Hung Yen, and Bac Ninh. It features four express lanes with an average speed of 80 kph and 65% of the route to be above ground.
The project is expected to offer opportunities for cities and provinces along the route, as well as the northern key economic zone in general to thrive socio-economically.
Bac Ninh, a new manufacturing hub of northern Vietnam, is the north-east gateway to the capital and a bridge between Hanoi and northern midland and mountainous provinces.
Like Hanoi and Bac Ninh, Hung Yen province, the eastern gateway to Hanoi, lies in Red River Delta and the northern key economic zone.
