China-invested $200 mln project in central Vietnam faces delays over fire prevention requirements

The VND4,812 billion ($193.6 million) Kanglongda Hue factory, invested by China-based Zhejiang Kanglongda Special Protection Technology Co., Ltd., is facing delays due to failure to comply with fire prevention rules.

The firm made the statement during an on-site check conducted by Thua Thien-Hue province authorities led by People’s Committee Vice Chairman Phan Quy Phuong.

Kanglongda Hue received an investment registration certificate in September 2019 and the first adjustment to its certificate in August 2022.

The 35.6-hectare factory in Phong Dien Industrial Park will manufacture disposable gloves, multi-functional labor protection gloves, and polyethylene fibers. It will include a research center for disposable gloves, polyethylene fibers, and multi-functional labor protection gloves.

The project has basically completed its first phase worth VND2,200 billion ($88.5 million), and is conducting trial production with 1,000 employees.

The remaining work of the first phase is facing issues related to fire prevention approval, thus the investor is adjusting its design to meet requirements, it noted.

The first phase has been 17 months behind the schedule. The figure for the second phase is six months, while the third phase is six months behind the timeline for groundbreaking, according to the provincial industrial park management.

For his part, Vice Chairman Phan Quy Phuong asked the firm to strictly comply with the fire prevention regulations, amend its design, and stop trial operations in sections not meeting fire prevention rules.

He also asked relevant agencies to further cooperate with the firm to help fix the issues and boost the factory's progress.
