Construction on $7.7 bln LNG power plant project in northern Vietnam to begin this month
A 4,800 MW LNG-to-power plant, with a total investment of $7.7 billion, is scheduled to commence construction in late September in the northern port city of Hai Phong.
The Hai Phong LNG power plant is a key project jointly developed by a consortium of Vietnam’s leading private conglomerate Vingroup and its energy arm VinEnergo.
The Hai Phong Economic Zone Authority issued an investment registration certificate for the project on June 23, 2025.

According to the plan, the plant will occupy over 98.5 hectares of land in the Tan Trao Industrial Park. It will be developed and operated in two phases.
The first phase will have a capacity of 1,600 MW, generating 9.6 billion kWh per year. The second will raise the capacity to 3,200 MW, producing 19.2 billion kWh annually.
Once operational, the plant will supply approximately 28.8 billion kWh of electricity per year, contributing significantly to meeting the energy demands of the Northern Key Economic Region and the country as a whole.
The Hai Phong LNG power plant will use six combined-cycle gas turbine (CCGT) units, each with a capacity of 800 MW. It will adopt a 1-1-1 CCGT configuration, where the hot exhaust gas from the gas turbines is used to produce steam to drive steam turbines.
This setup enhances efficiency and reduces thermal waste. It is an advanced technology suitable for using imported LNG as the primary fuel without requiring supplementary fuels.
To support the project, the Hai Phong People’s Committee has proposed the Prime Minister and the Ministry of Construction approve the inclusion of an LNG terminal into two major plans.
They are the Master Plan on National Port System for 2021-2030, with a vision to 2050, and the Detailed Plan on Land and Water Areas of Hai Phong Seaport System for 2021-2030, with a vision to 2050.
Previously, Vingroup had proposed the inclusion of an LNG terminal and floating storage regasification unit (FSRU) into the above plans. This infrastructure will serve the LNG power plant project.
The selected construction site is at the mouth of the Van Uc River, with a depth of -16 meters, capable of accommodating LNG carriers of up to 180,000 cubic meters or more.
The planned development includes one port berth, one floating storage and regasification unit (FSRU), and a pipeline system to supply energy to the LNG power plant.
The groundbreaking ceremony for the Hai Phong LNG power plant project is expected to take place at the end of September. Currently, contractors are accelerating preparations, mobilizing machinery, and organizing construction work around the clock (three shifts per day), aiming to complete infrastructure needed for the ceremony.

On September 13, Vice Chairman of the Hai Phong People’s Committee Le Anh Quan conducted a field inspection of the planned project site.
He emphasized that the Hai Phong LNG power plant is a strategically significant project for the city’s development and has been selected as a key project to commemorate the first Congress of the Hai Phong Party Organisation for the 2025-2030 term.
Quan also directed the project developer, relevant agencies, and local authorities to urgently complete all necessary procedures to ensure the groundbreaking ceremony takes place as scheduled on the occasion of the Party Congress at the end of September.
