The consortium features Deo Ca Group, Son Hai Group, and Song Da 10 JSC. The XL02 package, funded by both the central and local budgets, is expected to take more than 34 months to complete.

“We have experience in executing several key mountain tunnels across the country, such as Deo Ca tunnel connecting Phu Yen and Khanh Hoa provinces in central Vietnam, Hai Van 2 tunnel linking Thua Thien-Hue province and Danang city, and major tunnels on the North-South Expressway.

"Deo Ca Group, as the leader of the consortium, is committed to leading the consortium in ensuring the quality, progress, and safety of the project,” a Deo Ca representative stated.

The Hoa Binh-Moc Chau expressway project (section from Km 19+000 to Km 53+000 in Hoa Binh province) has a total investment of VND9,997 billion ($403.84 million). This is the first expressway to be built in Hoa Binh province. The XL02 package covers the construction of two mountain tunnels measuring 490 meters and 627 meters in length.

This project plays a crucial role in connecting the Hoa Binh-Moc Chau expressway’s Hoa Binh section with another section in Son La province, laying the groundwork for the completion of the whole Hoa Binh-Son La-Dien Bien expressway.

As part of the approved road network plan for the 2021-2030 period, with a vision towards 2050, the Hoa Binh-Son La-Dien Bien expressway will contribute to establishing transport links among Son La, Hoa Binh, Hanoi, Phu Tho and other northern mountainous provinces.
