Envision Energy to build $420 mln wind power plant in Vietnam from June 2025
Envision Energy Singapore Pte Ltd, under China-based Envision Energy, aims to kick off construction of the 300-MW Envision Nam Po wind power plant in Vietnam’s northern mountainous province of Dien Bien in June 2025.
A delegation of the firm made the statement at a Thursday meeting with the provincial authorities, focusing on the progress and challenges of the project.
So far, the project has completed two wind speed meters and recorded an average wind speed of six meters per second in November 2023-October 2024. The firm aims to complete the project construction in December 2026.

The $420-million 105-hectare project is set to connect to the 500 kV Lai Chau transformer station via the 220 kV power line in the northern mountainous region. It will feature 60 turbines of 5 MW each, providing 900 million kWh per year on average.
Backing the project, Tran Quoc Cuong, chief of the Dien Bien provincial Party Committee, said provincial authorities would facilitate the project, especially with project approval and site clearance.
In order to support the project, the province would suggest the Ministry of Industry and Trade and the Prime Minister issue feed-in tariffs for renewable energy and the deployment plan of the 220 kV power line, he added.
However, Cuong pointed out that the Envision Nam Po wind power plant in the implementation plan of the national power development plan VIII (PDP VIII) has a capacity of 125 MW.
He also highlighted Dien Bien’s advantages for renewable energy, such as the average solar radiation of 4.5-4.7 kWh per square meter per day, the fourth-highest reading in Vietnam.
