EVN seeks to invest in 1,320 MW abolished coal-fired power project in central Vietnam
Power Generation JSC 1 (EVNGENCO 1), a subsidiary of state utility Vietnam Electricity (EVN), is seeking to invest in the $2.3 billion Quang Tri thermal power project, which is subject to termination.
EVNGENCO 1 made the suggestion at a meeting last week with Quang Tri province authorities. The firm wants supportive policies to ensure the project can meet deadlines given in the power development plan VIII (PDP VIII), especially for the Q2/2025-Q4/2030 period.

For his part, Quang Tri's acting Chairman Ha Sy Dong asked EVNGENCO 1 to provide more details for the move. The central province will work with relevant agencies to facilitate the investment, he added.
EGATi, a wholly-owned subsidiary of the Electricity Generating Authority of Thailand, was approved as investor of the Quang Tri I power plant in August 2013. The 1,320 MW plant, located in the province’s Southeast Economic Zone, began construction in November 2019, but little progress has been made since.
In October 2022, Thailand's Ministry of Energy confirmed that EGATi would abandon the project, partly due to difficulties in capital arrangement and the two governments' commitments to achieve net-zero emissions by 2050.
The project is now processing legal procedures for termination.
In November 2023, Quang Tri province suggested a coal-to-LNG shift for fuel of the project. The local administration also sought permission to increase the capacity of the Quang Tri I plant from 1,320 MW to 1,500 MW after it shifts to using LNG.
EVNGENCO 1 now operates 20 power factories across Vietnam, accounting for 7,156.5 MW or 9.3% of the country's power power capacity, and 10.8% of the power generation.
