EVNNPT strives to complete 220kV Vung Ang substation project and connection in July

All available resources should be maximized to complete the 220kV Vung Ang substation project in Ha Tinh province, central Vietnam within July, said Pham Le Phu, general director of state utility Vietnam Electricity's (EVN) National Power Transmission Corporation (EVNNPT) - the project investor.

Phu made the request last Thursday during a field trip to the project, whose construction is being accelerated under an emulation movement jointly launched by the Vietnam General Confederation of Labor (VGCL) and EVN.

The Central Power Projects Management Board (CPMB) acts on behalf of the investor to oversee and operate the project.

The joint venture between EVN International JSC and Energy JSC provides supervision consultancy services, while industrial engineering company Lilama serves as the main contractor.

The substation is located in Vung Ang ward, Ha Tinh province, with the grid connection line running through Vung Ang and Song Tri wards.

The substation is designed with three voltage levels - 220kV, 110kV, and 22kV. By 2030, it will be equipped with two 220/110/22kV transformers, each with a capacity of 250MVA. A third transformer of the same capacity is planned for installation after 2030 as a backup.

In the current phase, one transformer is being installed. The grid connection line spans a total length of 2 × 13.4 kilometers.

The construction has been basically completed, with only final tasks remaining, such as site finishing and asphalt paving inside and outside the station.

Electrical installation has been completed, including the connection of primary and secondary equipment and the transformer. Most of the commissioning work has been finalized, and the project team is currently reviewing and addressing remaining issues.

The 220kV grid connection line has been the most challenging project component in recent months, primarily due to obstacles in land clearance and compensation.

However, thanks to the strong involvement of local authorities, the province has so far handed over 45 out of 45 tower locations and 21 out of 25 right-of-way span anchor points along the transmission line corridor.

As for construction progress, 41 out of the 45 tower foundations have been erected, with work ongoing at the remaining four locations. The project has completed stringing for 15 out of 25 anchor spans and is currently working on three more.

At the field inspection, Phu emphasized that this is a critically important project to ensure power supply for Ha Tinh province and the region during this year’s peak summer demand.

For this reason, the VGCL and EVN have included the project in EVN’s list of urgent key works to be put into operation in 2025. EVNNPT and its trade union have launched an emulation campaign to accelerate construction and complete the project as early as possible.

Phu lauded the efforts of CPMB and the contractors involved, noting their strong commitment to delivering a substantial volume of work.

He also pointed out that some right-of-way clearance issues remain unresolved. Therefore, he called on CPMB to maintain close coordination with contractors and local authorities to conduct public outreach, helping residents better understand the project's importance and encouraging their support in handing over the remaining land.

Although the remaining workload is not extensive, it still requires the active engagement of the entire political system, Phu said.

He requested all units to maintain a high level of focus and closely coordinate with local authorities and communities to conduct outreach and address obstacles related to right-of-way clearance.

The July completion would be a meaningful achievement to mark the 4th EVN Party Congress for the 2025-2030 term and the 96th anniversary of the Vietnam Trade Union (July 28, 1929), he noted.

The units were also required to mobilize both manpower and equipment to simultaneously carry out foundation casting and tower erection across all remaining locations to ensure progress stays on schedule.

During construction, special attention must be paid to safety, with occupational safety for both workers and equipment placed as the top priority, Phu said.

As part of the working program, Phu held a meeting with the Party Committees and People’s Committees of Song Tri and Vung Ang wards to discuss solutions to site clearance obstacles at the remaining four anchor spans along the transmission line corridor.

He emphasized the project's urgency and strategic importance, saying once compensation for affected households is calculated accurately and fairly, if any households still deliberately refuse to cooperate, Song Tri and Vung Ang authorities should implement measures to ensure site access.

In response, Song Tri and Vung Ang leaders affirmed their clear understanding of the project's importance and pledged to take strong, proactive measures to promptly resolve outstanding issues, completing the project within this month.
