Former Ha Giang province Party chief subject to disciplinary action for Thuan An Group-related violations

The Central Inspection Committee has proposed disciplining Dang Quoc Khanh, former Party chief of Ha Giang province, for violations related to a Tuyen Quang-Ha Giang Expressway bid package implemented by Thuan An Group.

The committee found that Ha Giang’s Party leadership for the 2020-2025 and 2021-2026 terms had violated the principle of democratic centralism and working regulations, lacked responsibility, and showed lax management and direction.

Their violations gave rise to the provincial People’s Committee, many organizations and many individuals in Ha Giang seriously violating Party regulations and State laws in organizing the implementation of Thuan An Group's bid package No. 4 for Tuyen Quang-Ha Giang Expressway project.

Some officials and Party members, including key provincial officials, violated regulations on Party members’ code of conduct and responsibility to set a good example as leaders.

The violations caused serious consequences and led to risks of loss and huge waste of state money and assets to the point that they must be disciplined, according the Central Inspection Committee.

It stated that personal responsibility for the above violations and shortcomings belongs to Dang Quoc Khanh, former Party Central Committee member and Ha Giang province’s former Party chief; and some other top provincial leaders like Nguyen Van Son, deputy Party chief and Chairman of the provincial People’s Committee; Luong Van Doan, director of the provincial Department of Planning and Investment; and Le Minh Duc, director of the provincial Department of Transport.

The committee decided to issue warnings to Nguyen Van Son and Luong Van Doan, and reprimand Le Minh Duc. It requested competent authorities to consider disciplining Dang Quoc Khanh.

Previously, the Party Central Committee in early August had agreed to relieve four people from the position of its members, including Dang Quoc Khanh, then Minister of Natural Resources and Environment.

On August 13, the National Assembly Standing Committee issued a resolution to dismiss Khanh from the position of parliament member.

On August 26, the National Assembly approved the Prime Minister’s proposal on removing Khanh from the postion of Minister of Natural Resources and Environment for the 2021-2026 term.

Also on Wednesday, the Central Inspection Committee announced it has issued a warning to Tran Ngoc Cang, former chairman of Quang Ngai province's People's Committee, for violations related to some projects and bid packages implemented by Phuc Son Group.
