Former provincial Party chiefs receive warnings for Thuan An Group-related violations

The Politburo, Vietnam’s highest decision-making body, has issued warnings to Nguyen Xuan Ky, former Party chief of Quang Ninh province, and Bui Van Cuong, former Party chief of Dak Lak province, for violations related to Thuan An Group.

At a meeting on Friday, the Politburo determined that the standing committee of Quang Ninh’s Party Committee for the 2020-2025 term and the standing committee of Dak Lak’s Party Committee for the 2015-2020 term had violated the principle of democratic centralism, Party regulations and working rules; lacked responsibility; and showed lax leadership, direction, supervision and inspection.

These violations allowed many organizations and individuals in the two provinces to seriously violate Party regulations and State laws.

The violations of the Quang Ninh Party Committee's standing committee occurred in organizing the implementation of a riverside road project construction package executed by Thuan An Group.

The Dak Lak Party Committee's standing committee committed violations in organizing the implementation of a construction package of the project to build the Ho Chi Minh road bypass section east of Buon Ma Thuot town, executed by Thuan An Group, and a number of solar power projects.

Nguyen Xuan Ky, while holding the position of Party Central Committee member and Party chief of Quang Ninh, and Bui Van Cuong as Party Central Committee member and Party chief of Dak Lak violated Party regulations and State laws in carrying out assigned responsibilities and tasks, and in preventing and combating corruption and negativity. They also breached the regulations on Party members’ code of conduct and responsibility to set a good example.

These violations “caused serious consequences, risked large losses and waste of State money, stirred bad public opinion, and undermined the reputation of Party organizations and local governments.”

In early August, the Party Central Committee agreed to let Nguyen Xuan Ky, Party chief and Chairman of the People’s Council of Quang Ninh province, step down as its member.

At the end of October, the National Assembly passed a resolution to dismiss Bui Van Cuong from the position of general secretary of the parliament and member of the National Assembly Standing Committee. The legislature released Cuong from his duties as a National Assembly delegate.
