Bac Giang province chairman dismissed for Thuan An Group-related violations
The Bac Giang People’s Council on Tuesday passed a resolution to dismiss Le Anh Duong from the position of provincial People’s Committee chairman.
The council also dismissed Le Thi Thu Hong as its chairwoman, and Le O Pich as Bac Giang's vice chairman.
Le Anh Duong is former deputy Party chief of the northern Vietnam province of Bac Giang. He took early retirement on October 1, 2024, while Le Thi Thu Hong is former standing deputy Party chief.
Previously, in late August, the Central Inspection Committee proposed disciplinary action against the standing committee of Bac Giang's Party Committee.
The Central Inspection Committee found that the standing committee of Bac Giang’s Party Committee had violated the principle of democratic centralism and working regulations; lacked responsibility; showed loose leadership and direction; and lacked inspection and supervision, allowing many organizations and individuals to violate Party regulations and State laws in a number of investment projects implemented by Thuan An Group in the province.
Many officials and Party members in Bac Giang, including key officials, showed degradation in their political ideology, ethics and lifestyle; violated the Law on Anti-Corruption; and breached regulations on Party members’ code of conduct and responsibility to set a good example.
The above violations "have caused serious consequences, risked large losses of State money and assets, caused bad public opinion, and undermined the reputation of Party organizations and the local government to the point that they must be disciplined."
Personal responsibility for the violations belongs to Duong Van Thai, former Party Central Committee member, former Party chief of Bac Giang and former chairman of the provincial People’s Council. Thai had been expelled from the Communist Party.
In May, Thai was detained for abusing his positions and power while on duty. His arrest came as a result of the Ministry of Public Security's investigation into a case involving bidding violations and bribery at Hanoi-based Thuan An Group and related units.
Le Anh Duong, Le Thi Thu Hong and Le O Pich are also responsible for the violations, the Central Inspection Committee stated. It issued warnings to Duong, Hong and Pich.
Bac Giang province is an emerging manufacturing hub in northern Vietnam.
Thuan An Group, formerly known as Thuan An Trading and Construction Development JSC, was established on August 4, 2004, headquartered at 141 Truong Chinh street, Hanoi.
The company is a prominent name in the infrastructure construction market. Forming partnerships with other units, it has won a series of large construction contracts in provinces and cities across the country. It has bidded for 51 packages and won 39 of them with a total value of more than VND22.6 trillion ($890.8 million).
