Four former provincial chairmen receive warnings for bidding violations
The former chairpersons of Ninh Thuan, Binh Duong, Long An and Ba Ria-Vung Tau provinces have received warnings from the Central Inspection Commission for their violations in project bidding and implementation.

The commission determined that the Party leaders of the Ninh Thuan provincial People's Committee had violated the principle of democratic centralism and working regulations, lacked responsibility, and showed lax leadership and direction.
As a result, the people's committee and many organizations and individuals violated Party regulations and State laws in implementing wind and solar power projects and construction investment projects, it noted
“These violations caused serious consequences, risking large budget losses, stirring public outrage, and reducing the reputation of local Party organizations and administrations to the point that they must be disciplined,” it said.
According to the inspection commission, those mainly responsible for these violations are the Party leaders of the Ninh Thuan People's Committee for the 2016-2021 term and former provincial Chairman Luu Xuan Vinh; former Vice Chairman Pham Van Hau; former Secretary of the Ninh Hai district Party Committee Phan Tan Canh; former director of the Department of Planning and Investment Pham Dong; former director of the Department of Finance Nguyen Van Truong; and former director of the Department of Natural Resources and Environment Bui Anh Tuan.
Therefore, the commission decided to give warnings to the Party leaders of the Ninh Thuan People's Committee for the 2016-2021 term and former Chairman Luu Xuan Vinh.
It also reprimanded the Party committees of the Department of Planning and Investment, Department of Finance, Department of Construction, and Department of Natural Resources and Environment for the 2015-2020 term, along with Hau, Canh, Dong, Truong and Tuan.
The inspection commission also found that Le Thanh Cung, Tran Van Can and Nguyen Van Trinh, former chairmen of Binh Duong, Long An and Ba Ria-Vung Tau respectively, violated Party regulations and State laws in carrying out the assigned responsibilities and tasks.
They also showed violations in leadership and direction regarding the execution of bidding packages implemented by AIC Company and businesses in the AIC ecosystem.

The three former provincial chairmen also violated regulations on Party members' code of conduct and responsibility to set a good example, causing serious consequences and public angers and undermining the reputation of local Party organizations and governments "to the point that they must be disciplined".
Therefore, the inspection commission delivered warnings to Cung, Can and Trinh.
It also asked competent authorities to consider disciplinary measures against Nguyen Dinh Kim, Secretary of the Vinh Thanh district Party Committee in Binh Dinh province.
Kim had showed degradation in his political ideology, morality, and lifestyle, violated Party regulations and State laws as well as regulations on Party members' code of conduct and responsibility to set a good example, causing very serious consequences and stirring public outrage, it said.
