Greenity consortium wins bid for $57.43 mln waste-to-energy plant in central Vietnam

A Hanoi-based energy consortium named Greenity has won a bid to develop the Long My domestic solid waste treatment plant project using waste-to-energy technology in the south-central province of Binh Dinh.

The investor selection was announced in a recent decision issued by the Binh Dinh People's Committee.

The winning bid price is VND390,000 ($14.93) per ton of domestic solid waste. This price includes VAT and costs for handling fly ash, slag, and secondary waste generated from the process of receiving and treating domestic solid waste.

The project will be located at plots A5 and A6 in the Long My solid waste treatment area, Phuoc My commune, Quy Nhon town - the capital of Binh Dinh.

The land area planned to be used is 100,400 square meters, which is the maximum area for building the plant, not including the area for lines connecting the plant to the national power grid and connecting traffic systems.

The factory has a designed capacity of 500 tons of domestic solid waste per day and night, with a capacity of 15 MW.

The service area is Quy Nhon town, An Nhon township, Tuy Phuoc district, and part of Van Canh district.

In the long term, the volume of treated domestic solid waste will increase based on actual needs and expansion of the service area.

The minimum investment capital is VND1,500 billion ($57.43 million) which may be higher depending on the technology and equipment of the investor.

The State will hand over clean land to the investor and organize infrastructure investment up to the fence of the project, except for the water supply system serving the plant.

According to the people's committee, the project will thoroughly treat domestic solid waste (and normal industrial waste if the investor has a need) with waste-to-energy incineration technology.

Secondary waste (ash and slag) after treatment will be reused and recycled, contributing to reducing waste landfill, improving the environment, and ensuring sustainable urban development.

The committee also requires the construction of the plant to use advanced, modern technology; thoroughly treat odors, ash, and dust; and does not require waste classification at the source. Machinery, equipment, and processing lines must be brand new.

The project has an operating duration of 30 years, starting from the date the investor receives a decision allowing it to lease land. The project implementation is no more than two years from the date of investor selection.

Two others reportedly participated in the bidding but did not win the bid. They are Thuan Thanh Environmental JSC and a consortium of Zhejiang Wangneng Environmental Protection Co., Ltd.; Deo Ca Construction JSC; China Everbright Environment Group Limited; China Harbour Engineering Company Limited; Natural Gas Compressed Investment and Import-Export JSC; An Duong Petroleum Trading JSC; and Hanoi Liquefied Petroleum Gas Investment and Import-Export JSC.
