Central Vietnam province Binh Dinh targets semiconductor, AI hub status
The south-central province of Binh Dinh aims to become a key hub for semiconductors, AI, and cybersecurity in Vietnam by 2030.
The target is outlined in the provincial scheme to develop its semiconductor, AI, and cybersecurity sectors during 2025-2030, with an action plan recently issued by local authorities.

Accordingly, Binh Dinh seeks to rank among Vietnam’s top localities in AI research, development and application, while building a reputable AI brand in the region.
The province seeks to have at least 7,500 skilled workers in semiconductors, AI, and cybersecurity. It also strives to house at least 10 semiconductor design companies and one chip packaging and testing factory, along with five startups in this area by 2030.
An AI innovation center will be formed, and efforts will be made to drive adoption across state agencies and other sectors, authorities stated.
The Quang Trung-Binh Dinh Software Park in Quy Nhon town is slated to evolve into a digital technology industrial zone, with an emphasis on AI and semiconductors.
Notably, Binh Dinh plans to establish a national center for big data storage and high-performance computing, supporting AI applications and other tech sectors to drive its sustainable economic growth and safeguard national security.
Quy Nhon town is set to become a key national hub for undersea cable networks, enhancing the continuity and security of the country’s data infrastructure.
Binh Dinh has emerged as one of Vietnam’s most attractive destinations for investors, particularly in high-tech sectors, AI, logistics, and manufacturing industries.
Its Chairman Pham Anh Tuan said the province has established centers for advanced technology research and application.
He highlighted the 242-hectare Quy Hoa Science Urban Area in Quy Nhon town, anchored by the International Center for Interdisciplinary Science and Education (ICISE), which gathers world's scientists for national and international conferences.
In August 2024, a consortium of tech giant FPT Corporation's subsidiaries commenced construction on a VND4.36 trillion ($174 million) project to build an AI center and its supporting urban area in Binh Dinh.
The FPT Quy Nhon consortium includes FPT City Danang JSC, FPT Investment Co., Ltd, and FPT Software Co., Ltd.
The project spans an area of 94 hectares across Tran Quang Dieu and Bui Thi Xuan wards in Quy Nhon town. It comprises three main functional subdivisions: an AI center, an education and training zone, and a supporting urban area.
