Hai Phong city plans 15 new industrial parks
Vietnam’s Hai Phong city plans to expand the Dinh Vu-Cat Hai Economic Zone and build 15 more industrial parks with a total area of 6,200 hectares, according to the city’s draft plan for 2021-2030, with a vision to 2050.

Among the projects, the 752-hectare Xuan Can Industrial Park (IP) within the Dinh Vu-Cat Hai Economic Zone is processing establishment procedures, while Nam Trang Cat IP, Thuy Nguyen IP, Tien Thanh IP, and the expansions at Trang Due IP and Giang Bien II IP have submitted their documents for in-principle nods to the Ministry of Planning and Investment. The total area of those projects is 2,758 hectares.
The ten others, covering 3,466 hectares, are processing relevant procedures for deployment.
Additionally, the city plans to build 24 more industrial clusters and expand two, covering 1,243.4 hectares.
Following the new draft plan, Hai Phong will have five industrial hubs. The Dinh Vu-Cat Hai Economic Zone will focus on electronics, electrical items, support industries for maritime transport and IT, and logistics.
Hai Phong's northern munufacturing area will concentrate on precision mechanics, mechanical equipment parts, and high technology.
The city's western munufacturing area will cover precision mechanics, high-tech component manufacturing, and others. The southwestern area’s focal point will be support industries. The southeastern area will serve heavy industries, such as aviation, shipbuilding, IT, biotechnology, and others.
Currently, Hai Phong's plan features the 22,540-hectare Dinh Vu-Cat Hai Economic Zone and 25 IPs covering 12,702 hectares. As many as 12 IPs are operational, including eight inside the Dinh Vu-Cat Hai Economic Zone covering 5,230 hectares, and four outside the EZ covering 768 hectares. The average occupation rate is 62.5%.
Vietnam’s index of industrial production (IIP) rose 2.2% in May from April, showing signs of a recovery, the General Statistics Office (GSO) reported. However, the IIP in the first five months of this year dropped 2% year-on-year due to global economic difficulties which have led to a decline in orders and narrowed production.
Hai Phong’s performance went in different directions. In May, its IIP fell 10.04% from April, due to order shortages for footwear, apparel-textiles, and wood. But its January-May figure was an increase of 12.16%, driven by growth of 92.38% in the computer components sector, 61.17% in paper and packaging, 69.08% in shipbuilding, and 56.16% in electrical products.
