Hai Phong city to build $313 mln section of Ring Road 2
The northern port city of Hai Phong will pour over VND7.44 trillion ($313.3 million) into building a section of Ring Road 2 to pave the way for new urban areas, said local authorities on Wednesday.
The 11-kilometer Tan Vu-Hung Dao-Bui Vien route runs from the Tan Vu intersection in Hai An district to Bui Vien road in Kien An district.
It is expected to create a premise for the development of new urban areas, and divert container trucks out of downtown Hai Phong, avoiding traffic jams, according to the city’s transport works construction investment project management board.
In August 2022, the municipal People’s Council passed a resolution approving the investment policy for the project. Of the total estimated investment, to be sourced from the local budget, nearly VND1.74 trillion ($73.3 million) will be used for bridge construction, more than VND1.53 trillion ($64.5 million) for road construction, and VND3.1 trillion ($130.6 million) for site clearance compensation and technical infrastructure relocation.
The project aims to complete the urban infrastructure frameowrk of the city in general and of Hai An, Duong Kinh and Kien An districts in particular, contributing to developing modern urban areas in an effort to lure domestic and foreign investment for socio-economic development in the districts the road passes through.
It will also accommodate container trucks to avoid traffic jams, reduce traffic accident risks and environmental pollution in the downtown area.
Once put into operation, the route will shorten the travel time from the Hai Phong port cluster, including Hai Phong, Chua Ve, Dinh Vu and Lach Huyen ports, to other provinces, bringing economic efficiency to businesses and promoting the seaport economic development of Hai Phong.
The project was officially approved by the municipal People's Committee on March 21, 2023. Accordingly, the section will be built in the 2021-2026 period, comprising eight-lane roads from Tan Vu intersection to Hai Thanh Bridge in Duong Kinh district and from Hung Dao ward in Duong Kinh district to Bui Vien road.
The project will also have another eight-lane road from Provincial Road 353 to Hung Dao ward, and the 1.1-kilimeter Hai Thanh Bridge crossing the Lach Tray River and Bui Vien intersection.
The management board said it had organized a tender to select a survey and design consultant to prepare for the project's implementation.
From August to November 2023, it will survey and make technical designs and estimates for the project to submit to the Ministry of Transport for appraisal and to competent authorities for approval. An auction is expected to be held to select construction contractors this December.
Hai Phong is one of the five centrally-run cities in Vietnam, together with Hanoi, Danang, Ho Chi Minh City and Can Tho.
The city is one of manufacturing hubs in northern Vietnam. Its gross regional domestic product (GRDP) in the first half of 2023 expanded 9.94% compared to the same period last year, ranking third in the country and first in the Red River Delta, according to the municipal Statistics Office.
