Ministry seeks feedback on draft eco-industrial park rules
Vietnam’s Ministry of Planning and Investment is seeking comments from 19 industrial park developers regarding a draft circular on eco-industrial parks.
The draft circular aims to clarify articles in the government’s Decree 35/2022 on the management of industrial parks and economic zones. The focus is on investments in eco-industrial parks, permitted emissions of different sectors in eco-industrial parks, monitoring of input and output of facilities, corporate social responsibility, and facilities’ eight-year commitment to fulfill eco-industrial park requirements.

The draft circular also elaborates Point B, Term 2, Article 37, Decree 35/2022 on symbiotic cooperation between businesses in eco-industrial parks. Symbiotic cooperation is defined as exchange of solid, gas, and liquid materials between firms as input materials; use of shared infrastructure provided by symbiotic partners or third-party units; and use of shared services provided by symbiotic partners or third-party units.
The circular points to improving efficient use of resources and clean production by at least 20% of firms in eco-industrial parks, and stipulates solutions to reduce waste at sources of production, circular use of wastes as input materials, and production innovations.
The ministry sent the draft circular to 19 units for comments, including Shinec (investor of Nam Cau Kien Industrial Park in Hai Phong city), VSIP (investor of Vietnam-Singapore Industrial Park facilities), Kinh Bac City, Sonadezi, Viglacera, Amata Bien Hoa (investor of Amata Industrial Park in Dong Nai province), Amata Ha Long (investor of Song Khoai Industrial Park in Quang Ninh province), Tin Nghia (investor of Dat Do 1 Industrial Park in Ba Ria-Vung Tau province), and Vietnam Rubber Group (investor of Nam Tan Uyen Industrial Park in Binh Duong province).
Others are Idico (investor of Phu My 2 Industrial Park in Ba Ria-Vung Tau and Que Vo 2 Industrial Park in Bac Ninh province), Thang Long Industrial Park in Hanoi, Thanh Binh Phu My (investor of Phu My 3 Industrial Park in Ba Ria-Vung Tau province), Sumitomo, Deep C Industrial Zones, Hiep Phuoc Industrial Park in Ho Chi Minh City, Saigon-Danang Investment JSC (investor of Saigon-Chan May Industrial Park in Thua Thien-Hue province), and Hoa Khanh Industrial Park and Lien Chieu Industrial Park in Danang, and industrial parks in Ninh Binh province and Can Tho city.
