Rosen Partners CEO meets Vietnam's Public Security Minister to boost cooperation
Vietnam’s Minister of Public Security Luong Tam Quang on Tuesday received CEOs from U.S.-based firms Rosen Partners and R.MOR in Hanoi, highlighting science-technology and the digital economy as among key pillars in the Vietnam-U.S. Comprehensive Strategic Partnership.
Specifically, Quang met with Daniel Rosen - CEO of Rosen Partners LLC, Arik Alcalay - CEO of R.MOR LLC, and representatives of the US-ASEAN Business Council (USABC).

General Luong Tam Quang, a Politburo member and Minister, said that Vietnam places high importance on its relationship with the United States.
He highlighted that the Ministry of Public Security welcomes greater participation from U.S. technology companies in Vietnam as their presence would support national digital transformation goals and help develop high-quality human resources.
The minister called on Rosen Partners, R.MOR, and members of the U.S.-ASEAN Business Council (USABC) to maintain regular exchanges and share information on emerging technology trends as well as international experience in building effective cooperation models.
Quang said deeper collaboration in cybersecurity would directly addresses Vietnam's current security and digital infrastructure development needs.
U.S. companies and the USABC are expected to continue acting as a bridge to promote sustainable growth in bilateral economic ties, delivering practical benefits to businesses in both countries, he added.
In response, Daniel Rosen, CEO of Rosen Partners, praised Vietnam’s vision in promoting innovation and building a safe and sustainable digital infrastructure system.
He expressed confidence in Vietnam’s growth potential and said the company is keen to expand practical cooperation with agencies under the Ministry of Public Security.
The New York City-based Rosen Partners focuses on domestic and international investments in the fields of real estate, senior housing, port development, infrastructure, cybersecurity, healthcare, technology, and telecommunications.
Minister of Public Security Luong Tam Quang last month received Shannon Kellogg, Amazon’s vice president for public policy in the Americas, on the sidelines of a visit to the United States by a Vietnamese high-level delegation led by Party chief To Lam, who attended the opening meeting of the Gaza Board of Peace.
At the meeting, he encourages Amazon to expand its investment in Vietnam and step up training and technology transfer programs to help develop local talent in AI, cybersecurity, big data analytics, and digital infrastructure governance.
Previously, on August 26, 2025, Gonzalo de Dios, head of global licensing for Project Kuiper at Amazon, had said Amazon is exploring opportunities to offer high-speed satellite Internet services in Vietnam by applying for a pilot license.
