Vietnam's public security minister encourages Amazon to expand investment
Minister of Public Security Luong Tam Quang has encouraged Amazon to expand its investment in Vietnam and step up training and technology transfer programs to help develop local talent in AI, cybersecurity, big data analytics, and digital infrastructure governance.
Minister Quang made the remarks on February 19 during a meeting with Shannon Kellogg, Amazon’s vice president for public policy in the Americas, on the sidelines of a recent visit to the United States by a Vietnamese high-level delegation led by Party chief To Lam, who attended the opening meeting of the Gaza Board of Peace.
The minister said Vietnam’s Ministry of Public Security supports foreign investors and enterprises, including Amazon, operating in the country in a safe, efficient and stable manner in accordance with Vietnamese law and international treaties to which Vietnam is a party.
He congratulated Amazon on its strong and sustainable global growth and praised the quality of services it provides in Vietnam, saying they have helped promote the country’s innovation, start-up ecosystem, and national digital transformation.

Amazon’s cloud computing services play an important role in supporting Vietnamese businesses, General Luong Tam Quang said, adding that the company’s success in Vietnam demonstrates the country’s increasingly open, transparent and business-friendly investment environment and its long-term economic potential.
The Vietnamese government and the Ministry of Public Security are working to develop and refine the legal framework governing data, cybersecurity and privacy protection to safeguard national data sovereignty and critical information systems, while creating conditions for businesses to operate stably over the long term, he said.
For his part, Kellogg thanked the ministry for its support of Amazon’s investment and business activities in Vietnam, and said the company hoped to accompany Vietnam in realizing its strategic development goals, including targets set for 2030 and a vision to 2045.
Amazon's leaders expressed their impression of the efforts of the Government and the Ministry of Public Security in building a transparent, stable legal environment that aligns with global development trends.
Amazon views Vietnam as a key market in the Asia-Pacific region and is committed to long-term investment and expanding its service offerings in the country, Kellogg said, adding that the group looked forward to continued guidance and support from Vietnamese authorities.

Amazon set up a representative office in Vietnam in 2017 and currently operates in two main areas: digital infrastructure through Amazon Web Services (AWS), and cross-border e-commerce via Amazon Global Selling.
Amazon was exploring opportunities to offer high-speed satellite Internet services in Vietnam by applying for a pilot license, said Gonzalo de Dios, head of global licensing for Project Kuiper at Amazon, on August 26, 2025.
During a working session with Vietnam's Deputy Minister of Science and Technology Pham Duc Long then, Gonzalo de Dios noted that Vietnam holds an important position in Amazon’s development strategy.
He said Project Kuiper, Amazon’s low Earth orbit (LEO) satellite broadband network, aims to build a system of more than 3,200 LEO satellites to provide high-speed connectivity to remote, rural, and island areas.
The service could reach speeds of up to 400 Mbps for individuals and 1 Gbps for businesses, with low latency and integrated security solutions from Amazon Web Services (AWS).
According to Gonzalo de Dios, Amazon had already launched 102 satellites and aims to complete at least 50% of the remaining satellites by 2026.
