Update of typhoon Wipha in northern Vietnam: Storm No.3 weakens into tropical depression

At around 7:30 p.m today (Tuesday), after nine hours of making landfall in northern Vietnam's Hung Yen-Thanh Hoa area, tyhooon Wipha weakened into a tropical depression. But storm circulation continues to cause heavy rain in the northern and north-central regions tonight and Wednesday.

The National Center for Hydro-Meteorological Forecasting said the tropical depression's wind force is level 7, gusting to level 9 in the Ninh Binh-Thanh Hoa area.

4:25 p.m.

Typhoon Wipha maintains wind strength of level 8 in Ninh Binh and Thanh Hoa provinces. The storm circulation still exists in many communes and wards in Hanoi, causing thunderstorms again in the afternoon and evening (Tuesday).

Due to the influence of the storm circulation, people in Hanoi and the former provinces of Hai Duong, Hung Yen, and Bac Ninh need to be on guard against strong gusts of wind this afternoon and evening, the National Center for Hydro-Meteorological Forecasting reported.

The Thanh Hoa-Nghe An area is experiencing heavy to very heavy rain. Rainfall forecast for today is commonly 100-200 mm, with some places over 300 mm.

The National Center for Hydro-Meteorological Forecasting said that typhoon Wipha is on the mainland of Hung Yen and Ninh Binh provinces, with no signs of dissipating immediately.

In the next three hours, Hanoi's wards like Yen Hoa, Doai Phuong, Phuc Tho, Ba Vi, O Dien, Phu Thuong, Xuan Dinh, Dong Ngac, and Nghia Do will have rain, showers and possibly thunderstorms.

The thunderstorm area may expand to other inner-city wards. During the rain, there is a possibility of tornadoes, lightning, and strong gusts of wind.

According to the National Center for Hydro-Meteorological Forecasting, right after typhoon Wipha, southeast winds are still blowing into the storm's eye, so coastal areas in northern Vietnam provinces will continue to see strong winds this afternoon (Tuesday). "People should still be on the alert when traveling on coastal routes."

In Hanoi, due to the impact of typhoon Wipha, heavy rain with high intensity may occur, with a high risk of flooding in some urban areas and many inner-city streets, according to the center. The flooding depth is about 0.2-0.5m, with some places over 0.5m. Flooding duration is 30-60 minutes.

Until Wednesday morning, Hanoi will have moderate rain, heavy rain to very heavy rain and thunderstorms. Common rainfall is 80-200 mm, with some places over 250 mm.

At 12 noon, Hoang Van Dai, deputy director of the National Center for Hydro-Meteorological Forecasting, told local media that in the afternoon and evening (Tuesday), typhoon Wipha is forecast to continue moving southwest and gradually weaken into a tropical depression and then a low pressure area.

Storm No. 3's circulation continues to cause heavy rain in Nghe An and Thanh Hoa provinces with common rainfall of 50-100 mm, while it is 30-70 mm in southern Son La province and southern Phu Tho province.

With such continued rainfall, there is a high risk of flash floods, landslides, and localized flooding in the afternoon and night, especially in the west of Thanh Hoa and Nghe An.

Hoang Phuc Lam, deputy director of the National Center for Hydro-Meteorological Forecasting, said that Hanoi is in the direct impact area of typhoon Wipha but the wind will not be too strong.

Therefore, from this afternoon (Tuesday), the capital city may still have moderate to heavy rain. There will be periods of less rain and no rain, but people should still stay on the alert. The rains might cause flooding in many low-lying streets, he added.

10 a.m.

The National Center for Hydro-Meteorological Forecasting said that at 10 a.m, the storm made landfall along the coast between Hung Yen and Ninh Binh provinces, with the strongest wind speed of 88 km/h, level 8-9, gusting to level 11. In the next three hours, the storm will move west-southwest at a speed of 10-15 km/h.

The cloud area north of the typhoon Wipha is moving into Hanoi, continuing to form and develop, causing rain in many suburban areas.

The National Center for Hydro-Meteorological Forecasting said that according to satellite images, lightning positioning, and weather radar images, the cloud area north of the typhoon circulation is moving into the Hanoi area, including localities such as Son Tay, Tung Thien, Phuc Tho, Thach That, Hoa Lac, and Co Loa. This cloud area continues to form and develop, causing rain in the city.

In the next four hours, Hanoi's inner city wards such as Viet Hung, Bo De, Hong Ha, Ba Dinh, and Khuong Dinh will have showers and thunderstorms.

The rain area may expand to other central areas. During the thunderstorms, there is a possibility of tornadoes, lightning, and strong gusts of wind.

Since last night, Hanoi has had rain but the amount is not large. On Tuesday morning, the wind has started to increase but is not strong. The reason is that the storm's circulation cloud area is mainly concentrated in the west and south. When moving further inland, the storm weakens, so Hanoi does not have strong winds, mainly affected by rain.

The Northern Hydrometeorological Station said that today (Tuesday), in the north and west of the city, the wind will gradually increase to level 4-5, gusting to level 6.

In the south and center of the capital, it will sometimes gust to level 7-8. Strong winds can cause trees to fall and damage houses and traffic works. Natural disaster risk level 3.

It is forecasted that today and tomorrow (Wednesday), heavy rain in some places over 100 mm can overload the urban drainage system, causing flooding in residential areas and traffic jams.

The National Center for Hydro-Meteorological Forecasting said that at 9 a.m, the tyhoon was about 70 km southeast of Hai Phong city, about 10 km east of Hung Yen province (now including the former coastal province of Thai Binh), and about 25 km northeast of Ninh Binh (now including the former provinces of Nam Dinh and Ha Nam).

The strongest wind near the storm center was 88 km/h, level 9, gusting to level 11. In the next three hours, the storm will move west-southwest at a speed of 10-15 km/h.

The meteorological agency also warned that from now until July 25, a flood will occur on rivers in the North, Thanh Hoa, and Nghe An, with flood amplitudes rising by 3-5 m on rivers.
