Vietnam parliament approves new finance, industry ministers
Vietnam’s National Assembly on Wednesday approved the appointments of Ngo Van Tuan as Minister of Finance and Le Manh Hung as Minister of Industry and Trade for the 2026-2031 term.
The resolution ratifying members of the new government was passed by the legislature in the morning.

Ngo Van Tuan, 55, from Bac Ninh province, holds a master’s degree in finance and banking. He is a Party Central Committee member for the 13th and 14th terms and a member of the National Assembly for the 15th and 16th terms.
He served in multiple roles within the Ministry of Finance, including positions in financial policy and banking-finance departments.
In early 2017, he was appointed deputy head of the Party’s Central Economic Commission before moving to Hoa Binh province, where he served as Deputy Party Secretary and later Party Secretary (Party chief).
In July 2022, he was assigned to oversee the State Audit Office and was appointed State Auditor General three months later.
The finance ministry oversees state management of the budget, public finance and debt, taxation, fees, public assets, customs, accounting, auditing, pricing, securities, insurance, procurement, and enterprises.

Le Manh Hung, 52, from Hung Yen province, is a petrochemical engineer with a doctorate in petrochemistry and organic catalysis. He is a Party Central Committee member for the 14th term and a National Assembly member for the 15h and 16h terms.
Hung has extensive experience in the oil and gas sector. He held various leadership roles at Petrovietnam and its subsidiaries.
In June 2019, he was appointed CEO of Petrovietnam and became chairman of its members’ council in early 2024. Since December 2025, he has served as acting Minister of Industry and Trade.
The industry and trade ministry is responsible for state management of industrial production and commerce, covering sectors such as electricity, coal, oil and gas, renewable energy, chemicals, metallurgy, mining, consumer goods production, supporting industries, and high-tech industries.
It also oversees domestic and international trade, including imports and exports, border trade, logistics, e-commerce, trade promotion, economic integration, competition policy, and consumer protection.

The National Assembly resolution also endorsed the Prime Minister’s nominations for other ministers and other members of the Government for the 2026-2031 term, with all 481 parliament members present voting in favor.
The approved line-up comprises other ministers and other Government members as follows:
- Phan Van Giang, Politburo member, General, Deputy Prime Minister, and Minister of National Defence
- Luong Tam Quang, General, Politburo member, Minister of Public Security
- Le Hoai Trung, Politburo member, Minister of Foreign Affairs
- Do Thanh Binh, a Party Central Committee member, Minister of Home Affairs
- Hoang Thanh Tung, a Party Central Committee member, Minister of Justice
- Trinh Viet Hung, a Party Central Committee member, Minister of Agriculture and Environment
- Tran Hong Minh, a Party Central Committee member, Minister of Construction
- Lam Thi Phuong Thanh, a Party Central Committee member, Minister of Culture, Sports and Tourism
- Vu Hai Quan, a Party Central Committee member, Minister of Science and Technology
- Hoang Minh Son, a Party Central Committee member, Minister of Education and Training
- Dao Hong Lan, a Party Central Committee member, Minister of Health
- Nguyen Dinh Khang, a Party Central Committee member, Minister of Ethnic and Religious Affairs
