Vietnam to buy electricity from 250-MW wind power project in Laos next year
Vietnam is set to purchase electricity from the 250-MW Truong Son wind power project in Laos, starting Q4/2025.
Deputy Prime Minister Tran Hong Ha has just approved a purchase proposal from the Ministry of Industry and Trade (MoIT).
Along with state utility Vietnam Electricity (EVN), the ministry will process the signing of a power purchase agreement (PPA) and complete other procedures; as also ensure the project’s economic efficiency.

In its March proposal for electricity import from the wind power plant in Laos, the MoIT had said that project investors would construct Vietnam-based facilities to connect the power source to the national grid in order to help EVN financially.
The move is part of an agreement between the governments of the two countries on power imports, the ministry noted, adding that the purchase will improve supply and reduce the risk of power shortages in northern Vietnam.
Vietnam-Laos Energy Investment JSC, the project investor, had already proposed selling power to Vietnam at affordable rates, with the ceiling price set at 6.95 US cents per kWh. This is lower than Vietnam’s preferential feed-in-tariff of 8.5-9.8 US cents per kWh for wind power projects that became operational before November 2021.
The 250 MW Truong Son wind power plant is expected to become operational in Q4/2025. It will be connected to the 220 kV transformer substation in Do Luong district in the central province of Nghe An for transmission.
Vietnam is also buying electricity from hydropower plants in Laos.
