Vietnam to slap 97% anti-dumping duty on China’s wind towers

Vietnam’s Ministry of Industry and Trade will apply an anti-dumping duty at 97% for five years against wind towers imported from China.

Under a decision by the ministry, effective in 15 days from the issuance date December 24, the duty will be levied on wind towers under HS codes 7308.20.11, 7308.20.19, 8502.31.10, and 8502.31.20. The HS codes are subject to updates, the ministry said.

Jiangsu Zhenjiang New Energy Equipment Co., Ltd is the only Chinese entity not subject to the anti-dumping duty.

The ministry clarified that firms in Vietnam can make good wind towers and such products have been exported to major markets such as the U.S., Canada, the UK, Germany, the Netherlands, Sweden, Australia, Japan, and South Korea.

However, Chinese firms have delivered their products to Vietnam at dumped prices, hurting the domestic market. The anti-dumping duty aims to restore fair competition in the market, between local products and imported goods, it argued.

Vietnam’s generated and imported electricity in the first 10 months of 2024 reached 258.7 billion kWh, up 10.6% year-on-year, according to state utility Vietnam Electricity (EVN). Wind power accounted for 9.56 billion kWh, or 3.7% of the total.
