VinEnergo registers to build large-scale wind power projects in central Vietnam province Gia Lai

VinEnergo Energy JSC, an arm of Vingroup, has registered to develop two wind power projects in Gia Lai province, including the 750 MW Hon Trau project worth of over VND48.37 trillion ($1.84 billion).

The Gia Lai Department of Finance has announced the opening of registration dossiers for four wind power projects, following the provincial government’s approval in principle in October-November 2025.

Among them, three investors have registered for the Hon Trau wind power plant phase 1, including a consortium comprising Trung Nam Construction Investment JSC and Trung Nam Renewable Energy JSC, VinEnergo Energy JSC, and Germany’s PNE AG.

Approved in early November 2025, the Hon Trau project will cover about 32 hectares of sea area and 17.6 hectares of land, with locations spanning Phu My Dong, Phu My Bac, Phu My Tay, Binh Duong, Ngo May, Cat Tien and Tuy Phuoc Dong communes and Quy Nhon Dong ward.

The project is expected to generate around 2.8 billion kilowatt-hours of electricity annually. It is required to be completed and put into operation by Q4/2029.

VinEnergo is also the sole investor to register for the Vinh Thuan wind power plant, which will cover more than 50 hectares in Vinh Quang commune.

Approved in mid-October 2025, the project has a total investment of VND4.68 trillion ($177.6 million), a designed capacity of 143 MW, and expected annual output of 239.9 million kWh. The construction timeline is 36 months from the date the investor is formally recognized.

At an investment promotion conference in late August, Gia Lai authorities signed an MoU with VinEnergo, represented by Vingroup vice chairman Le Khac Hiep, to cooperate on renewable energy development in the province.

Under the MoU, VinEnergo plans to survey, research and propose investments in solar and wind power projects with a targeted total capacity of about 20 gigawatts by 2035. Gia Lai province has pledged to support the inclusion of VinEnergo’s projects in Vietnam’s national power development plan and to facilitate implementation.

Binh Dinh and Gia Lai province were merged in July to form the new Gia Lai which borders Dak Lak, Quang Ngai, Cambodia, and the East Sea.

Separately, the Gia Lai Department of Finance said the Bac Ninh province-based Saigon-Bac Giang Industrial Park JSC was the sole investor registering for the Van Canh 1 and Van Canh 2 wind power projects.

The 160 MW Van Canh 1 will cover 56 hectares in Canh Lien commune, with annual output of about 502 million kWh, and a total investment exceeding VND6.9 trillion ($262 million).

The 180 MW Van Canh 2 will span more than 62 hectares across Canh Lien and Van Canh communes, with annual output of roughly 632 million kWh, and a total investment of more than VND7.77 trillion ($293.9 million).

Saigon-Bac Giang Industrial Park is a subsidiary of Kinh Bac City Development Holding Corp (HoSE: KBC), which held a 96.45% economic interest and 100% voting rights in the company as of September 30, 2025.

In 2024, the subsidiary reported revenue of VND1.01 trillion ($38.26 million) and net profit of VND465 billion, up 41% and 36.2% year-on-year, respectively.
