VinEnergo’s Hai Phong LNG power plant to use GE Vernova turbines, generators
VinEnergo, a member of Vingroup, has signed an agreement with GE Vernova on supply of advanced gas turbines and generators for the Hai Phong LNG-to-power plant project, located in Hai Phong city, northern Vietnam.
The agreement is expected to help enable the plant to begin operations by the end of 2030, VinEnergo said in a release on Wednesday,
As part of the deal, in phase 1, GE Vernova will supply two 9HA.02 gas turbines and two H78 generators, supporting a generation capacity of 1,600 MW.
The agreement marks an important milestone in developing the LNG power project into the largest gas-fired power plant in Vietnam, contributing to national energy security and the country’s transition toward a greener economy.
The signing ceremony took place during the The Energy of Change Summit 2026 in Hanoi, attended by acting Minister of Industry and Trade Le Manh Hung and representatives from more than 400 global energy organizations.

Nguyen Anh Khoa, CEO of VinEnergo, said the partnership with a global technology leader would ensure optimal operational efficiency for the power plant and reaffirms the company's commitment to reducing emissions and developing a sustainable green industrial and energy ecosystem.
Ramesh Singaram, president and CEO of gas power for Asia-Pacific at GE Vernova, said the company was honored to play a central role in the project.
“By deploying the 9HA.02 gas turbines and H78 generators, we are bringing advanced technologies that reduce emissions, deliver industry-leading efficiency, and provide reliable large-scale power generation,” he said. “This partnership reflects our commitment to sustainable energy solutions and supporting Vietnam’s transition to a more sustainable energy system.”
The 9HA.02 gas turbine technology offers very high efficiency, rapid start-up capability, and flexible load adjustment, allowing the plant to respond effectively to fluctuating electricity demand.
With combustion chamber temperatures exceeding 1,400°C, the system significantly improves power generation efficiency. Notably, the 9HA.02 turbines can operate with flexible fuel options, including hydrogen blends of up to 50% by volume, with a roadmap toward using 100% hydrogen in the future - aligning with long-term sustainable energy goals.
The joint venture between Vingroup and the group's subsidiary VinEnergo JSC on September 26, 2025 commenced construction on the Hai Phong LNG-to-power plant, the largest of its kind in Vietnam.
The 4,800 MW power plant, covering nearly 100 hectares in the Tan Trao Industrial Park, has a total investment of over VND178 trillion ($6.74 billion).
The facility will be constructed over five years and is scheduled to begin operations by late 2030. It will supply about 9.6 billion kWh per year in phase 1 and 19.2 billion kWh per year in phase 2, serving both the Tan Trao Industrial Park and the national grid, thereby enhancing energy security and reducing reliance on traditional fossil fuels.
With a designed capacity of 4,800 MW (1,600 MW in phase 1 and 3,200 MW in phase 2), this will be Vietnam’s largest thermal power plant, as outlined in the National Power Development Plan VIII, and one of the world’s leading LNG-fired power facilities.
Hai Phong is an economic hub in northern Vietnam. Last July, Hai Phong and Hai Duong province were merged to form the new Hai Phong which neighbors Bac Ninh, Hung Yen, Quang Ninh, and the East Sea.
