Can Gio port development must consider international commitments, environmental impacts: PM Chinh

The development of Ho Chi Minh City’s Can Gio International Transshipment Port should be done by a joint venture with strategic foreign partners, in accordance with Vietnamese law and international commitments, said Prime Minister Pham Minh Chinh.

The project must also pay attention to environmental impacts, including the UNESCO's requirements related to the Can Gio biosphere reserve. Assessments must be submitted to authorities in the first quarter of 2024, he noted.

The PM said this Saturday while chairing the second meeting of the committee set up to implement the National Assembly's Resolution 98/2023/QH15, which aims to build specific mechanisms and policies for HCMC.

The prime minister delegated assignments to several task groups at the meeting.

One group headed by Deputy PM Le Minh Khai will oversee the direct handling of matters concerning finance sources for investment in the expansion of HCMC-Dau Giay-Long Thanh Expressway.

Another one headed by Deputy PM Tran Hong Ha will issue direct orders to pertinent agencies to expeditiously submit documents for implementating the HCMC-Moc Bai Expressway project and expanding HCMC-Trung Luong Expressway.

Deputy PM Tran Luu Quang will chair and direct the completion and submission of the government's draft decree on state management decentralization in a number of fields for HCMC. This task has to be completed this month, the PM instructed.

Deputy PM Tran Hong Ha will chair and direct the completion and submission of a draft decree on mechanisms and policies to encourage the development of rooftop solar power installed at the headquarters of state administrative agencies. This task must be completed in the second quarter of 2024.

PM Chinh also said that he will use his authority to maximize decentralization for HCMC. Ministries and relevant agencies that do not fully decentralize have to clarify reasons thereof, he added.
