Laos to build $1.9 bln wind power plant to export electricity to Vietnam
The Lao Government and Chitchareune Construction - a Lao builder will jointly build the 1,200 MW Nong wind power plant, with an investment of $1.9 billion, to export electricity to Vietnam.
The two sides signed a project development agreement (PDA) for the move on Thursday.
The project, located in Nong district of Laos’s Savannakhet province, is now processing its feasibility study report towards approval in the second quarter of 2026.
The wind power plant is set to complete its 702 MW first phase with an investment of $1.12 billion by end-2027, and the 498 MW second phase with $797 million after 2030.
The project can export 1.53 billion kWh to Vietnam in the first phase and additional 1.11 billion kWh in the second phase.

Vietnam currently imports 3,464 MW of electricity from Laos. The figure is set to go up to 5,000 MW in 2030, with possibility of going up to 8,000-10,000 MW after 2030, according to Vietnam’s power development plan VIII (PDP VIII).
Vietnam now imports three billion kWh of electricity yearly from China and Laos, according to the Ministry of Industry and Trade.
