Quang Ninh province to build $32 mln liquid cargo port

A VND740 billion ($31.5 million) liquid cargo port will be developed at the Bac Tien Phong Industrial Park in Quang Yen town, northeastern Vietnam’s Quang Ninh province.

The 16.5-hectare project, recently approved by the provincial People’s Committee, will be built by Quang Ninh-based Yen Hung Liquid Port Joint Stock Company in the Mac Dynasty lagoon area covering Tien Phong, Lien Hoa and Ha An communes.

The investor will construct a 425-meter-long specialized berth serving the import and export of liquefied petroleum gas (LPG) and gasoline products. It will be able to accommodate liquid cargo ships of up to 50,000 DWT in the first phase, which is expected to be completed in the first quarter of 2025, and 100,000 DWT vessels in the second phase, Q1/2028.

The Yen Hung Liquid Cargo Port on the bank of Chanh River will have a designed annual throughput capacity of 2.5 million tons in the first phase and 8 million tons in the second phase.

The provincial people's committee has asked the investor to ensure the progress of the project without having negative impacts on the growth and development of the adjacent mangrove forests. “It must fully implement measures for waste treatment, environmental protection, fire and explosion prevention, and labor safety in line with regulations,” it noted.

Once completed, the port will serve its first customer - the $1.5 billion Stavian Quang Yen Petrochemical Plant project.

The Stavian Quang Yen Petrochemical Plant, a partnership between Hanoi-headquartered Stavian and Yen Hung Liquid Port JSC (YHLP), will be built over 30 hectares at the Bac Tien Phong Industrial Park, Quang Yen town. YHLP will supply the facility with input materials.

The project is expected to supply 600,000 tons of PP, a type of polymer, every year. It is slated to start operations by Q4/2026.

The investor said they had selected the most advanced technologies for PP production to date, including PDH technology from American company Honeywell UOP, and PP technology from Italy-based LyondellBasell, one of the largest plastics, chemicals, and refining companies in the world.

The petrochemical facility will also use high-quality equipment from Europe and the G7 countries to ensure environmentally friendly production and minimize greenhouse gas emissions.
