TikTok eyes expansion into logistics, digital finance in Vietnam

TikTok is seeking to expand its presence in Vietnam beyond social media and e-commerce, with plans to invest in logistics, digital finance and other digital economy infrastructure sectors as the country becomes an increasingly strategic market for the company.

The move comes as TikTok's commercial ecosystem in Vietnam continues to grow rapidly.

During a meeting with Vietnam's Ministry of Finance on Wednesday, company representatives said the platform currently processes nearly 3 billion orders and about 2-3 billion electronic invoices annually in the country.

The figures highlight TikTok's transformation from a short-video platform into one of Vietnam's most influential digital commerce ecosystems, connecting millions of consumers with merchants, small businesses, and household sellers.

The scale of transactions also underscores the platform's growing role across the e-commerce value chain, from customer acquisition and advertising to sales, payments and logistics.

Nguyen Lam Thanh, CEO of TikTok Vietnam, noted that the company is gradually transitioning some of its operations from a cross-border model to a domestic enterprise model in Vietnam. It is studying the establishment of local legal entities for several business segments, particularly e-commerce operations.

According to the firm, expanding its local presence would improve coordination with regulators and support long-term investment plans in Vietnam.

TikTok also expressed interest in investing in logistics and digital financial services, as well as exploring opportunities linked to Vietnam's International Financial Center.

The strategy mirrors a broader trend among major global e-commerce platforms, which are increasingly investing in logistics infrastructure and financial services to strengthen supply-chain control and improve customer experience.

With transaction volumes approaching 3 billion orders annually, demand for warehousing, fulfillment services, transportation, and last-mile delivery remains substantial.

A deeper move into logistics could help accelerate modernization of Vietnam's supply-chain sector, promote technology adoption, and improve operational efficiency across the delivery ecosystem.

The company's interest in digital finance also suggests an ambition to build a more comprehensive service ecosystem, similar to models adopted by several large technology and e-commerce groups across Asia.

In response, Deputy Finance Minister Cao Anh Tuan said he welcomed TikTok's plans to expand investment in Vietnam and acknowledged the company's contributions to the country's digital economy development.

With tens of millions of users, TikTok is not only a platform for connecting and creating content, but also supports businesses in promoting products, expanding markets, and boosting e-commerce, he noted.

The government is continuing to improve the business environment to attract high-quality investment capital in digital technology, artificial intelligence, big data, data centers, e-commerce, and other strategic technology sectors, the deputy minister added.

As Vietnam seeks to increase the digital economy's contribution to GDP growth, further investment by global technology companies is expected to bring additional capital, technology and governance expertise to the market.

TikTok said it has invested nearly $5 billion in Vietnam since entering the market seven years ago. The platform currently serves around 45 million buyers and generates annual gross merchandise value (GMV) of nearly $10 billion, making it one of the country's leading cross-border e-commerce platforms.

It serves approximately 500,000 advertising clients and supports around 500,000 businesses in Vietnam on its TikTok Shop e-commerce platform. The TikTok ecosystem also attracts around 6 million content creators who participate in generating and increasing their income on the platform, according to

According to the company, its ecosystem has contributed more than VND4 trillion ($152 million) to the state budget.

TikTok previously disclosed that it is considering converting three services currently operated through offshore entities into locally incorporated businesses at the planned Ho Chi Minh City International Financial Center.

The company is expected to apply for licenses to establish three entities covering logistics services with annual processing capacity of 1-2 billion orders, digital payment services under TikTok Payment for its 45 million customers, and digital commerce operations supporting annual transaction volumes exceeding $10 billion.
