The Ministry of Transport has proposed to build the Ninh Binh-Nam Dinh-Thai Binh Expressway, with a length of 60.9 kilometers and a total preliminary investment of VND18.82 trillion ($802 million).

According to a plan submitted to the government, the state capital investment is about VND9.31 trillion ($397 million), and BOT capital around VND9.51 trillion ($405 million).

The road is expected to have four lanes, with a roadbed of 24 meters and emergency lanes.

The transport ministry proposed the government assign the Nam Dinh-Thai Binh section to the People's Committee of Thai Binh province to implement in the form of public- private partnership (PPP).

Regarding the 25.3-kilometer section passing through Ninh Binh, it proposed to assign this province to invest with budget capital.

While waiting for the National Assembly to issue a resolution on decentralizing localities to invest in expressways, the transport ministry proposed the government assigns Ninh Binh province to make a pre-feasibility study report for the section.

The Ninh Binh-Nam Dinh-Thai Binh Expressway belongs to the Ninh Binh-Hai Phong Expressway which passes through Ninh Binh, Nam Dinh, Thai Binh provinces and Hai Phong city. The expressway has been included in the expressway development plan for the period 2021- 2030, with vision until 2050.

The beginning point of the Ninh Binh-Hai Phong Expressway connects with the North- South Expressway in Yen Khanh district, Ninh Binh province; and its ending point is at the intersection between National Highway No. 37B and the coastal road of Thuy Trinh commune, Thai Thuy district, Thai Binh province.

The expressway connects Hai Phong city and Quang Ninh province, linking with the eastern expressway system from Hanoi to the Mong Cai border gate and expressways from Hanoi to Lao Cai province and Hanoi to Lang Son province, contributing to the region's industrial development and helping to reduce logistics costs.
