VinMetal, the steel subsidiary of Vietnamese conglomerate Vingroup, has signed a contract with Primetals Technologies, to supply the core steelmaking, continuous casting, and rolling technologies for its integrated steel complex in the central province of Ha Tinh.

Primetals Technologies was formed through the merger of Germany’s Siemens VAI and Japan’s Mitsubishi-Hitachi Metals Machinery and is currently owned by Mitsubishi Heavy Industries.

Under the agreement, Primetals will provide three 200-ton basic oxygen furnaces (BOF), ladle furnace (LF) refining systems, RH vacuum degassing units, an eight-strand billet caster, two slab casters, high-speed wire rod and bar rolling mills, and a hot-rolled coil (HRC) production line.

The integrated technology package will enable VinMetal to produce both long and flat steel products for sectors including infrastructure, manufacturing, automotive, energy and high-tech industries.

Separately, the company said it had completed the selection of core upstream technologies covering coke ovens, sintering, pelletizing, blast furnaces, and pig iron production, completing the project’s primary process design from raw material processing through finished steel.

VinMetal is accelerating construction of its integrated steel complex in Ha Tinh. The first phase, designed to produce six million metric of steel annually, is targeted to begin production in early 2027. The second phase will expand capacity to 20 million tons per year, with production scheduled to start in 2029.

The company said the complex is designed to achieve carbon emissions of about 1.8 tons of CO2 per ton of finished steel.

The emissions target is intended to help the project comply with increasingly stringent international environmental requirements, including the European Union’s Carbon Border Adjustment Mechanism (CBAM) and global environmental, social and governance (ESG) standards, while enhancing the competitiveness of VinMetal’s steel products in international supply chains.
