Cadres with two thirds low-confidence votes to be dismissed
Cadres with two thirds low-confidence votes will be dismissed and assigned to another lower position without waiting for the end of terms or appointments.
According to previous regulations, those with two thirds low-confidence votes will be allowed to resign or leave their positions if deemed unsatisfied with task requirements.
On behalf of the Politburo, the Communist Party's premier decision-making body, Vo Van Thuong, a Politburo member and a permanent member of the Party Central Committee's Secretariat, last Thursday signed to promulgate regulations on taking votes of confidence for leadership and management positions in the political system.
The Politburo has stated that votes of confidence contributes to anti-corruption, helping cadres self-examine and self-correct.
Candidates subject to the vote of confidence are cadres holding leading and managerial positions in organizations, agencies and units in the political system. Officers waiting to retire or be appointed or elected in the year of voting are not required to obtain votes of confidence.
The vote of confidence conference shall only be conducted when at least two thirds of the convened persons are present. This is done in the third or middle year of Party Congress terms at all levels.
Criteria for obtaining votes of confidence is political sturdiness; qualities, ethics, lifestyle; sense of responsibility at work; attitude of serving the people; integrity, honesty, fairness and objectivity in performing duties; sense of discipline and observance of the Party's principles and assignments; ability to gather, unite internally and handle difficult, complex and sensitive problems.
