Hanoi, Bac Ninh and Hung Yen authorities have committed to handing over 1,341 hectares of land, or 70%, before June 30 next year so the Hanoi Ring Road 4 project can break ground as scheduled.

Leaders of the three localities in northern Vietnam that the ring road will run through signed on their commitments at a conference on Friday.

Accordingly, all of the required land for the project would be handed over by December 2023 so that the road can open to traffic in 2027.

The site clearance plan includes 741 hectares in Hanoi, 326 hectares in Bac Ninh and 274 hectares in Hung Yen. Authorities target finalising site clearance mechanisms this month and finishing demarcation of the construction site next month.

The same day, the steering committee of the Hanoi Ring Road 4 project was launched with Hanoi's Party chief Dinh Tien Dung as its head. The three deputy heads of the committe are Hanoi Mayor Tran Sy Thanh, Bac Ninh Party chief Nguyen Anh Tuan and Hung Yen Party chief Nguyen Huu Nghia.

The Hanoi Ring Road 4, 112.8 kilometers long, is to be built at a cost of about VND85,813 billion (around $3.7 billion). The National Assembly, the highest legislative body in the country, approved the investment policy for the project in June.

The project is expected to offer socioeconomic development opportunities for cities and provinces along the route in particular and for the northern key economic zone in general.

Hanoi authorities have proposed to spend about VND23,000 billion ($993 million) on constructing its 58.2 kilometer section of the project 2022 and 2026.
