Party plenum recommends personnel for state auditor general, health, transport minister positions
The Party Central Committee has made its recommendations on the Politburo’s proposal nominating people for the positions of state auditor general, health minister and transport minister.
Upon the committee’s approval, the Politburo - the Party’s premier decision-making body, will introduce the personnel to the National Assembly for election or approval at its fourth working session, scheduled to open October 20.
The sixth week-long plenum of the 13th Party Central Committee wrapped up Sunday morning.

General Secretary Nguyen Phu Trong said for the first time ever at such a plenum, the Party Central Committee members had voted and agreed to remove three people from the committee for work-related violations.
The three are: Nguyen Thanh Phong, deputy head of the Central Economic Commission; Bui Nhat Quang, head of the Vietnam Academy of Social Sciences; and Huynh Tan Viet, Secretary of Party Committee of Central Agencies' Bloc.
The planum also considered the Politbuto’s proposal and agreed to oust Pham Xuan Thang, former Secretary of Hai Duong’s Party Committee, from the Communist Party, two weeks after he had been detained.
Thang was found to have showed "deterioration in his political ideology, morality and lifestyle; violating the Party’s regulations and the State’s laws; breaching regulations on Party members’ conduct and leaders’ responsibility to set an example."
"This is a very painful incident, but because of the strictness of the Party's disciplines, to educate, prevent, warn, and deter other cases and because the growth of the Party forces us to do it," the Party chief said.
He added that this is an expensive lesson that "each person needs to learn from, to be exemplary in cultivating and nurturing revolutionary morals and qualities, truly setting good examples for cadres, Party members and people to trust and follow."
According to the general secretary, the Party Central Committee reached concensus on the promulgation of a resolution on “Continuing to build and perfect the Socialist Rule of Law State of Vietnam in the new period.”
The guiding viewpoints and ideas of the resolution include: steadfastly and consistently applying and creatively developing Marxism-Leninism and Ho Chi Minh Thought; remaining steadfast in the pursuit of national independence and socialism; ensuring the leadership and rule of the Party and the nature of the working class, the people’s character, and the national character of the Socialist Rule of Law State of Vietnam.
Based on reviewing 15 years of implementation of the 5th Party Central Committee’s (term X) resolution, the plenum also reached consensus on the promulgation of a new “Resolution on continuing to innovate the Party’s leadership method in the new context.”
The committee also discussed the nation’s socio-economic situation, the state budget in 2022, orientations and tasks for 2023; orientations of the national master plan for the 2021-2030 period, with vision until 2050; and continued promotion of industrialization and modernization until 2030, with vision until 2045.
On July 15, Prime Minister Pham Minh Chinh announced the appointment of Dao Hong Lan, Party chief of the northern province of Bac Ninh, as acting Minister of Health.
Only July 24, the National Assembly Standing Committee appointed Tuan Ngo Van Tuan, Party chief of Hoa Binh province, as the Deputy State Auditor General in charge of the State Audit Office of Vietnam. The same day, the Politburo appointed him as the State Audit Office's Party chief.
